| 摘 要： | 采用模糊综合评判法，以国际油污基金所处理的溢油事故产生的平均清污费水平为标准，对中国建立油污赔偿机制后的平均清污费水平进行评价，目的是为中国油污基金的责任限制、摊款征收的制定提供科学的依据。
