| Abstract: | Pollutant emission levy system, water pollution treatment condition for point source of enterprise and existing condition of urban sewage treatment plant are analyzed and economical motivity utilization are presented. According to "payment by polluter" principle, the pollution emission exchange market is built up and route for industnalization development of wastewater treatment is carried out. |
