摘    要:本文借鉴经济学中反映经济发展状况和贫富差异程度的基尼系数理论,评价淮河流域水污染控制因子COD排放总量在流域四省分配的可持续性,即已确定的总量分配方案是否符合研究区域的经济社会环境状况.本文是在现有环境基尼系数应用上的一种论证性评价,用基尼系数反推已经确定的总量分配方案是否公平合理,为国家污染物总量分配评价提供一定的参考.

Abstract:By introducing Gini coefficient used in economics into this paper,this method was applied to the allocation of COD of Huaihe River in four provinces,then to judge whether the results can allocate total pollutant load fairly according to the conditions of each area.At last,Based on what others have done,Environmental Gini Coefficient,a new conception brought forward in this article,is used to carry out fair allocation.Compared with the status of water pollutant control All in all,this paper advances a new idea for water pollutant control,which is the foundation of the following work.
