摘    要:分析“十二五”水泥行业NOx减排形势,探讨积极应对措施,对推进水泥行业NOx减排工作及实现减排目标具有重要意义.本研究在对水泥行业NOx排放控制现状分析的基础上,结合水泥行业产业政策和环境管理要求,采用情景分析法,对“十二五”水泥行业NOx新增排放量进行了预测,探讨了不同减排途径下水泥行业可实现的减排目标及面临的减排形势,并从激励机制、政策引导、循环经济、监督管理等方面提出了相应的意见和建议.

Abstract:Analyses the situation of NOx reduction in cement industry in the "Twelfth Five-Year" period, discusses on how to take positive measures, these have vital significance to promote NOx reduction progress and achieve the emission target of cement indus try. Based on the analysis of current emission status, combined with cement industrial policies and environmental regulations, this research applies scenario analysis method to forecast the additional emission of cement industry in the "Twelfth Five-Year" period, and explores emission goals that can be achieved under alternative reduction approaches, and discusses the status and task facing ce ment industry. Suggestions and opinions are provided in four aspects: incentive mechanism, policy guidance, circular economy and supervision.
