Practices Analysis and Policy Proposals on Environmental Liability Insurance in Wuhan

The paper analyzed the necessity for the the implementation of environmental liability insurance in Wuhan in the context of increasingly environmental pollution accidents and more used market-based instruments to regulate environmental issues,reviewed the practices of environmental pollution liability insurance in Wuhan and proposed the policy choices for future reform.The paper concluded that Wuhan should promote environmental liability insurance pilots in some high pollution industries or drinking water source lands.At the meantime,more importance should be attachedto fostering the legal and political circumstances that functioning the policy,and in the process of promoting environmental liability insurance policy in Wuhan,the related departments should unite to develop key supporting techniques and information platforms of this policy.
