A Discussion on the Policies of Present Collecting Fees and the Total Pollutant Emitting Control

In this paper,it′s emphatically discussed some problems to be solved in the collecting fees system of present policies and proposed a few principles to reform the collecting fees policies.The principle and collecting fees standand to be carried out for collecting fees with the total pollutant emitting amount is also discussed in the paper.
