中外棕地治理与再开发政策、法规的比较研究

随着工业化的发展和产业结构的调整，棕地问题日益突出，越来越受到各国政府和学者的关注。由于政策、法规对棕地治理与再开发可起到很好的引导、规范和激励等作用，它们已成为棕地问题研究的重点之一。本文对美洲和欧洲的几个国家在棕地治理和再开发方面的现行财政政策、税收政策、法律体制进行了介绍和分析，并与我国棕地治理与再开发政策、法规进行了比较。同时，对我国棕地治理与再开发的政策和法规建设提出了建议。

Comparison Study on Policies and Regulations of Brownfields Cleanup and Redevelopment at Home and Abroad

Along with the industrialization and adjustment of industrial structure,the problem of brownfields is increasingly outstanding and it is more and more concerned by governments and scholars.The policies and laws play an important role in guiding,regulating and stimulating the cleanup and redevelopment of brownfields.Therefore,they have been one of the key areas in the study of brownfields.This paper introduces and analyzes present situation on policies of finance,tax and regulations of brownfields cleanup and redevelopment within the countries of America and Europe.Then a comparison study is made between China and the above countries.Finally,this paper proposes some suggestions on establishment of policies and legislation in China.
