环境监测业务服务外包可行性依据的探讨

经济发达地区企业众多,公众对于环境关注度高,环境监管力度大,环境监测业务量巨大,需要通过服务外包缓解监测业务的供需矛盾。但是开展服务外包的部分环境监测单位受环境监测工作性质的限制,对服务外包、分包和转包的定义不明,对服务外包的原则难以把握,服务外包的绩效并不明显。本文从服务外包、分包和转包的定义出发,探讨了环境监测服务外包的概念,对服务外包的类型进行了分类,初步提出了环境监测业务服务外包可行性的依据,并以昆山市为例,对各类监测业务服务外包的可行性进行了分析,由此为环境保护主管部门进行环境监测管理提供参考,也为环境监测的市场化发展提供一些有益的借鉴。

Discussion on Feasibility of Environmental Monitoring Business Service Outsourcing

In developed regions,it is urgent to solve the contradiction between the supply and demand for environmental monitoring business through service outsourcing.Due to the limits in the nature of environmental monitoring practices,some environmental service outsourcing companies give unclear definition for service outsourcing,subcontracting and subcontractor.The principle of service outsourcing is difficult to grasp,and therefore the performance service outsourcing is not outstanding.Starting from the definitions,the concept of environmental monitoring service outsourcing is discussed and the types of service outsourcing are classified.This paper also analyzed the feasibility of environmental monitoring business service outsourcing.In Kunshan city,for example,the feasibility of monitoring all kinds of business services outsourcing are analyzed,providing references for environmental monitoring market development.
