水源地生态补偿制度研究——以青岛市崂山水库为例

水源地生态补偿机制,就是用立法、计划、市场等手段解决下游地区对上游地区、开发地区对保护地区、受益地区对受损地区的利益补偿。水源地生态补偿制度是解决生态问题的有效途径,在国内外已有许多成功的实践。而在中国,水源地生态补偿制度处于刚刚起步阶段,分析生态补偿制度的立法现状,吸取国内外在实践中的经验和教训,通过明确生态补偿的权利义务主体、补偿方式和制度实施等内容,探讨水源地生态补偿制度在中国的构建,为解决水源地生态污染问题提供途径。

Research Of Water Ecological Compensation System --A Case Study Of Laoshan Reservoir in Qingdao

Water ecological compensation system is to compensate the environmental damages of relevant areas via legislation, planning and market solutions. Water ecological compensation system is an effective way to solve ecological problems and there are many successful practices at domestic and abroad. But in China, water ecological compensation system is just in the early stage. Through the analysis on the legislative status quo of ecological compensation system, absorbing domestic and foreign experiences and lessons in practice, this study clarified the rights and obligations of ecological compensation subject, and compensation mode and the system implementation. It also discussed water initial build ecological compensation system in China in order to provide reference for ecological water pollutions.
