Application of HSE Management System in CNOOC Shenzhen

HSE management system is the inevitable outcome of the development of the modern oil industry, especially with the advance of the internationalization process of the world economy, and now,HSE has become the pass of enterprises to partici- pate in international cooperation and competition in the oil industry. CN00C Ltd. Shenzhen is wholly owned subsidiary of China National Offshore Oil Corporation （CNOOC）. CNOOC Ltd. Shenzhen is mainly responsible for oil and gas exploration in the east of the South China Sea, and has a rich experience of cooperation with the world - class oil company. Through the cooperation, CNOOC Ltd. Shenzhen learned the advanced HSE management system from foreign companies, and established its own HSE man- agement system with international standards earlier than other domestic enterprises. The framework system including： the core con- cept of HSE policy and philosophy, HSE management objectives, system file management procedures, contingency plans and HSE management protection mechanisms etc. This paper used various means such as SWOT to analyze the status of HSE management in CNOOC Shenzhen, summarized the advanced method during HSE management execution and expounds its positive role and sig- nificance.
