中国水污染物排污权交易发展现状及面临的主要问题研究

在中国排污权交易制度需全面完善的背景下,水污染物排污权交易环节的建设显得更为薄弱,总体来看,中国的水污染物排污权交易还存在一些必须明确的问题和必须面对的挑战.为更好地开展水污染物排污权交易,通过分析实施水污染物排污权交易过程中的若干技术问题,提出以满足《污水综合排放标准》和《地表水环境质量标准》为前提的水污染物排污权交易计算方法,量化排污权交易可行性,预测由水污染排污权交易导致的水质变化.

Development of China Water Pollutant Emissions Trading and Present Problems

Given the underdeveloped pollutant emissions trading system in China, the water pollutant emissions trading system is was particularly weak.In general, there were some problems and challenges that must be faced.In order to develop water pol-lutant emissions trading, this paper discussed some technical problems in the process of implementing water pollutant emissions trading and analyzed the trading case using mathematical model.A calculation method of water pollutant emission trading was presented in the paper, which based on the water quality models in order to meet the wastewater discharge standard and environ-mental quality standards for surface water as the prerequisite.The method could be used to quantify the feasibility of emission trading and predict the changes of water quality caused by the trading.
