摘    要:本文以淮河上游干流及其主要支流为例,基于对河流环境容量、污染排放量及浓度耦合机制辨析,以建立河流水体污染物浓度概率模型为基础,应用污染物综合衰减理论和系统控制理论,建立由入河口上溯到污染源的河流污染应急控制系统,以点源的污染贡献量及其万元产值排污系数为依据,分别计算各个污染源的环境损益值,按照经济效益和环境效益相统一的原则,对污染损益比值大的点源废水限制排放,优化得到控制目标下的污染控制方案,实现河流水质的可控性。在流域水体污染概率控制、点源对河流的污染响应、河流水质限制点源系统优化控制方面具有一定意义。

Abstract:This article takes the upstream main stream and the chief tributaries of the Huaihe River as examples, makes a deep analysis of the coupling mechanism and rules between the fiver water environment capacity and the quantity or concentration of pollution emission to set up a model of the river water body pollution concentration probability. Based on the model, also com- bined with the pollutant attenuation theory as well as the system control theory, a fiver pollution control system from the estuary back to the pollution source is established. Then making use of the statistics about point source's contribution to the volume of pol- lution and swage coefficients of factories with output value above 1000 yuan, we finally get a optimized pollution control plan fit for our pollution control goals, which takes an innovative step further in the fields of water body pollution probability control, the point source's response to the water pollution as well as restrictions on fiver water quality and point source control.
