城市噪声污染控制达标规划方法研究 --以山西省大同市为例

随着城市建设、交通和旅游业的发展,噪声污染已成为大同市的主要环境问题之一.对此,依据关于重点城市环境质量全面达标规划的要求,开展大同市噪声污染控制达标规划.在大同市声环境质量现状评价的基础上,结合该市社会经济发展规划,详细划分了声环境功能区并制定了噪声污染控制达标规划的目标和指标体系.进而,通过对各类噪声源进行预测分析,提出了分阶段的噪声污染控制对策.

Study on Urban Noise Pollution Control Compliance Planning methods -- Datong City of Shanxi Province

With adjustment of urban planning and enlargement of construction and rebuilding scale of Datong city,noise pollution has already become one of the main environmental problems which perplex the improvement of urban environmental quality of Datong city.Here,in accordance with the target-complied planning of environmental quality in the main cities issued by State Environmental Protection Administration(SEPA),a pollution control planning of noise is studied in the context of Datong city of Shanxi Province.The study includes an assessment of environmental noise level in current situation,a zoning plan of the function areas of acoustic environment,and a three-stage compliance planning with the given targets by 2010.The targets of noise pollution control are composed of the limits of ambient noise levels,the ratio of the function areas complying with the national standards.As a result,a noise pollution control program is established mainly for the pollution control of traffic noise,industrial noise,construction noise and the noise caused by social activities in Datong city.
