中国生态安全的法制化思考

生态安全有广义与狭义之分。广义的生态安全是指自然环境既能满足生存于其中的万事万物的生存与发展的需求,又不至于使自然环境自身受到损害。狭义的生态安全是指人类生存和发展的生态环境不受威胁,处于健康可持续发展的状态。当代,生态安全问题已经对人类的生存发展构成极大威胁。从立法上建立完善的生态安全体制十分紧迫。

Thoughts on Legislating for Ecological Safety

Ecological safety has broad and narrow senses. In its broad sense, ecological safety refers to natural environment that can meet the needs of existing and development for all myriads of things but not to such an extent as to cause damage to natural environment itself. While in the narrow sense, it means that the eco - environment in which man beings live and develop is in a sound state for sustainable development and is not subject to threat. At the present day, it is in urgent need to establish and im prove the ecological safety system legislatively.
