顺城区环境管理存在的问题与对策

论述顺城区环境管理现状的基础上,提出了“打造绿色顺城、建设生态城区”的目标,指出目前基层环境管理存在的主要问题,如企业注重经济效益,轻视环境保护,地方法规滞后、执法难,环境管理人员少、素质差、工作效率低,环保执法力度小、影响环保形象,公众环境意识不高、环境管理工作量增大,管理被动、工作开展不顺利等等。在此基础上提出了提高区县级环境管理水平的相应对策与建议。

Discussion on Some Problems in Environment management in ShunCheng Distract

Bsed on brief introduction of status of environment management in ShunCheng distract of FuShun A target of "carrying out the theory of ecology equilibrium,building ShunCheng up green distract" was put forward.further some problems existing in environment management,e.g.attaching importance to economy benefit in stead of environmental quality,lagged local regulations and lows,lack of environment managers,lowlihead in executing the lows,lagged public thought in environment protection,passive position in environment management,etc.upon that some countermeasures against mentioned sticking points and suggestions were put forward.
