Implementation of GHGs Emission Trading Management System in Germany and Its Indications

Using the market mechanism to reduce GHGs emissions, is the main way used by European Union to achieve its commitment under Kyoto Protocol, as well as response to the climate change actively. The paper introduces and analyzes the GHGs emission trading management system in Germany, including its establishing background, law and regulations, management authority, implementation procedures and quality assurance, etc., and concludes general experience and its indications to China. Finally, combining the experience from pollutants general survey and total amount controlling, the paper provides suggestions in the GHGs emission trading management from different aspects, including law establishment, cap controlling and trading management.
