湘潭市“十一五”总量减排措施对温室气体减排协同效应评价研究

摘    要:量度污染减排的协同效应对低成本有效地实现减排目标具有重要意义。本研究以总量减排的“工程减排”、“结构减排”和“管理减排”三种手段为出发点,开发了分类式污染减排的协同效应评价方法。并据此,定量评价了湘潭市“十一五”总量减排措施对温室气体减排的协同效应。研究表明,总量减排措施对减缓全球温室气体排放既有正效益,也有负效应,还有零的情况存在,不同减排技术和措施产生不同的协同效应,但总体上有显著的正协同效益。

Abstract:To measure and quantitative analysis the co-benefits of the pollution reduction has great significance in cost-effectively achieving emission reduction targets as well as achieving the "win-win" situation of traditional pollutants emission reduction and global greenhouse gas emission reduction. In this study, an assessment methodology for co-benefits has been developed, which is based on the three types of measures for traditional pollution control, "engineering reduction", "Structural reduction" and "manage- ment reduction". And according to different pollution abatement projects and different types of desulfurization technologies, the methodology was divided into several types. Based on this methodology, total emission reduction measures that have been taken in Xiangtan City during its "Eleventh Five-year" has been assessed. The results have shown that the total emission reduction measures have great co-benefits on reducing global greenhouse gas emissions and cannot be ignored, specifically, including negative effects. positive effects and no effects. Different types of technologies and measures have different co-effects, but there is significant positive effect overall.
