| 摘 要： | 文章在分析城市发展定位、经济发展现状、资源环境承载力和机遇与挑战的基础上,提出了经济增长方式转型、产业结构调整升级、产业布局空间优化、经济规模持续增长、生态环境保护优先、区域统筹协同发展的经济社会中长期发展战略,推动由环境代价换取经济增长向环境保护优化经济增长转变,由环境保护滞后经济发展向环境保护引领经济发展转变,探索环境保护与经济发展高度融合的新机制。
