| 摘 要： | 本文通过对中国地震工作发展历史的研究,结合多年来在市州地震部门的工作体会,论述了我国抗震防震职能分离、机构分设的社会和经济背景及这种体制所带来的种种弊端;论述了在各级政府和部门的职能配置日趋合理的现代社会,抗震防震的职能和机构一体化的必要性、紧迫性和可行性.
