我国排污收费制度的缺陷及完善对策

There are such shortcomings in pollution levy system of our country as nonunified inner regulation, delay of legislation, irreasonable content of law, some regulation not fitting for the requirement of socialist market economy and not easy to operate. To perfect pollution levy system as soon as possible, we must, levy on environmental tax and compensation of resource utilization, set up total amount control regulation for pollutant discharge and levy on total amount of pollutant discharge or levy on overdischarged, carry out pollutant license system, set up exchange market for pollutant discharge right, permit payable transfer of pollutant license, promote levy standard and realize overall levy, strengthen monitoring and management of pollutant levy and perfect law system for pollutant levy.
