| 摘 要： | 淮河流域水污染防治将全面实施总量控制。目前在决量的控制的理论、政策和管理方法上都准备不足，应着重研究了总量控制规划、总量核定和总量分配的管理方法，切实制订各城市总量控制计划，评估和核定城市排污总量。

| Abstract: | The water pollution contro of the Huaihe River Basin would implement total quantity control in an all-round way. Now, it was short of the preparation of its theory, policy and managernent method. It should study the total quantity control planning, managernent of total quantity determination and distribution to draft the tirban total quantity planning, and to assess and determine urban total amount of discharge. |
