瑞典环保成就对中国环保的借鉴意义

文章通过了解瑞典环境保护工作的成就并分析其原因,探索如何借鉴其先进经验改善中国的环境问题。对瑞典人群的环保意识进行随机问卷调查,分析总结瑞典得以如此成功的在发展经济的同时保证环境不受到污染的主要原因,最后探讨中国如何借鉴瑞典环保经验的举措。采用随机问卷调查,对象是瑞典博朗厄市及其首都斯德哥尔摩火车、学校、书店的人群。结果显示瑞典公民有良好的环保意识,而良好的环保意识来源于政府和媒体宣传、学校和家庭教育的影响。瑞典公民认为在实现可持续发展的过程中起重要作用的因素有政府政策、环保技术的研发和公众的环保意识。这说明瑞典政府在环保法规、教育的投入和公民、企业的配合是瑞典环保成功的主要原因。鉴于此,中国应该注重教育与宣传,建立分工明确职能完善的管理机制,采取灵活有效的办法引导个人和企业。

Swedish Environmental Protection and Its Reference Value to China

Problem: The author reveals and analyzes the causes of Swedish achievements in environmental protection while shedding light on solutions towards environmental problems in China.Process:(1) Carry out face to face interviews on awareness of environmental protection of Swedish public with a random sample.(2) Analyze and conclude the reason why Sweden manages to maintain a low level of pollution as well as enjoys a thriving economy.(3) Suggests measures to strengthen environmental protection in China.Method: Questionnaire.The sample consists of citizens randomly chosen from train,book store and school in Stockholm,Sweden.Results: The author discovers that Swedish citizens commonly hold strong concerns for environmental issues,resulting from not only media and government advocacy but also school and family education.Furthermore according to Swedish citizens,three factors play vital roles in achieving sustainable development——government policies,the research and development of relevant technology and public awareness.This indicates that government investment in education,appropriate policy-making and corporate and civil initiative lead to Swedish eco-accomplishments.Concerning the conclusions,China should:(1) Emphasize on relevant education and promotion.(2) Establish a transparent and comprehensive system in charge of supervision and management.(3) Offer flexible and effective incentives for individuals and enterprises.
