| 摘 要： | 在Stavins、Spulber以及Montero的研究的基础上,进一步分析交易成本的存在对于分阶段引入排污权交易的最优化设计的影响,并以此得到在存在交易成本的条件下,排污权交易市场的交易情况以及社会总效益因此所发生的变化。

| Abstract: | Under the condition of transaction cost and imperfect information on individual unrestricted emission and control cost, a phase-in emission trading program was optimal designed in which firms unaffected by the emissions can voluntarily opt-in and receive tradable permits while affected firms and opt-in firms will obtain optimal permit allocations. |
