美国2006～2011年水环境保护战略规划及启示

2006年美国EPA向国会提交了《2006～2011年环境保护战略规划》。其战略目标之二为"清洁安全的水",主要涉及了保障用水安全、保护水质、加强科学研究三大目标。其中,保障用水安全包括了饮用水安全、鱼类和贝类食用安全、游泳安全三个子目标;保护水质领域包括了改善流域水质和改善沿海、海洋水质两个子目标。围绕这些目标提出了具体战略指标和相应的实施措施,为实现"清洁安全的水"目标提供了有力保障。其规划编制思路和规划重点任务值得我国借鉴。

USEPA's 2006-2011 Strategic Plan for Water and Its Enlightenment for China

Based on a brief summary of the 2006-to-2011 Strategic Plan by the U.S.EPA presented in 2006,particularly of the strategic goal for water quality,i.e clean and safe water,some relevant issues which have been concerned in China today about aquatic environmental protection were discussed,including drinking water sources protection,pollutants emission permit and some technical problems to be resolved,including the best available pollution control technology in China as well as the appropriate targets in water protection planning.
