新疆主要污染物减排形势分析

全国SO2和COD的排放量削减10%是国家＂十一五＂规划纲要确定的约束性指标。2006年、2007年连续两年新疆都没有完成国家下达的节能减排指标,主要污染物排放总量仍然呈上升趋势。通过分析,采取大企业大集团战略淘汰落后的工业工艺装置,落实工程减排和技术减排要求即可实现2010年全区总能耗保持在2005年的水平,实现国家对新疆增产不增污的规划定位。在此基础上如能落实管理减排和结构调整减排要求,全区污染物排放量将进一步削减。

Situation Analysis of Major Pollutants Emission Reduction in Xinjiang

10% of total volume of COD and SO2 emissions being reduced is the restriction objects in ＂The 11th five＂ layout brief of China.Form 2006 to 2007,national objects of energy saving and discharge reduction that distributed to Xinjiang could not be fulfilled,and total volume of the major pollutants emission still increased gradually.Analysis outcome shows that if stratagem of big corporation and group could be taken,backward industry technics and devices would be given up,total energy consumption in 2010 of Xinjiang would be kept at the level of 2005 based on emission reduction requests of engineering and technique,and finally,plan object to increasing production and reducing pollutants would be realized.Furthermore,if emission reduction requires of management and structure adjustment could be fulfilled,the total quantity of pollutant emission would be put down further in Xinjiang.
