本文就目前基础环境监测站存在的具体问题，强调树立全面质量管理观念，建立质保机构，深入细致地加强质保工作，完善监测质量管理，充分调动监测人员的主观能动性，从而保证监测质量。

Strengthen Total Quality Control and Guarantee Monitoring Quality

Based on the problems of primary environmental monitoring station at present,this paper introduces that it is very necessary to enhance the sense of TQC,to set up TQC institutions to strengthen TQC deeply and carefully,to perfect quality management and to make monitoring staff give their talents to play in order to quarantee monitoring quality.
