管道一类环境风险企业环境管控方案研究

西南管道公司积极贯彻习近平生态文明思想,紧扣生态文明建设主线,秉承中国石油集团有限公司"奉献能源,创造和谐"的企业宗旨,以"一类环境风险企业"为契机,突出全过程环境风险管控,策划设计了一类环境风险企业如何进行环境风险管控的方案,形成了"1个意见、5个方案、18项具体措施"的"1+5+18"环境管理体系,作为公司环保管理的指导方案。文章分析了此环境风险管控方案的设计目标、逻辑关系,对环境风险管控方案的内容进行了解读,为提升公司生态环境保护工作水平奠定了制度基础。

Research on the Environmental Risk Management and Control Plan in Class Ⅰ Environmental Risk Pipeline Enterprises

Southwest Pipeline Company actively implements Xi Jinping’s ecological civilization thought,closely links with the main line of ecological civilization construction.Adheres to the "dedicated energy and create harmony"business purpose in China National Petroleum Corporation.Taking "the first level environmental risk enterprises"as an opportunity to highlight the management and control for the whole process environmental risk,1 opinion,5 plans,and 18 specific measures were obtained,marked as the "1+5+18" environmental management system,which was used for the guidance plan and implementation standard of the company’s environmental management.This article analyzed the design goals and logical relationship of the environmental risk management and control plan,also,the content of it was illustrated,which laid the institutional foundation for the ecological and environmental protection work in the company.
