关于构建石油石化企业现代化生态环境应急监测体系的思考与建议

生态环境应急监测是应对突发环境事件应急处置的基础性工作,是推进生态环境治理体系和治理能力现代化建设的重要组成部分。本文在分析国家对现代化生态环境应急监测体系建设的新要求的基础上,总结了某中国石油在生态环境应急监测体系建设现状及存在问题,提出了提升生态环境应急监测装备的自动化、智能化水平,建设智能化、信息化的生态环境应急监测系统,研究建立企业生态环境应急监测资源共享机制等建议,为下步中国石油生态环境应急监测体系完善建设提供参考。

Thoughts and Suggestions on Building a Modern Ecological Environment Emergency Monitoring System for Petroleum and Petrochemical Enterprises

Environment emergency monitoring is the basic work of environmental emergencies, which is important to the protection of enterprise ecological environment and the modernization of ecological environment governance system and governance capacity. Based on the analysis of the country''s new requirements for the construction of modern ecological environment emergency monitoring system, this paper summarizes the current situation and existing problems of a certain Chinese petroleum company in the construction of ecological environment emergency monitoring system, and comes up with suggestions, including improving the automation, intelligence of environment emergency monitoring equipment to build an intelligent and information-based ecological environment emergency monitoring system. Research on the establishment of enterprise environment emergency monitoring resource sharing mechanism will provide reference for the next step of environment emergency monitoring system improvement.
