摘    要:污染集中控制是在一个特定范围内,为保护环境建立的集中治理设施和采取相应的管理措施,是强化环境管理的一种重要手段[1]。当前,各工业化国家的有害废物处理和处理设施正向大型化、集中化方向发展,污染集中控制是环境治理的发展趋势。污染集中控制在环境管理上具有战略意义,为污染防治战略和投资方向带来重大转变。实行污染集中控制,必须以规划为先导。本文从环境规划的角度出发,就大庆油田宏伟化工区在“九五”规划中有关的环境规划进行分析探讨,介绍了目前化工区污染物的排放情况,阐述了“污染集中控制”制度在化工区规划中的应用及将取得的经济、环境效益,同时介绍了该制度在大庆油田其他方面的应用。

Abstract:For protecting environment, centralized pollution control is in a par-ticular scope the establishment of centralized harnessing facilities and control measuresand it is an imnportant means of strengthening environmental management.At present,the harmful waste treatment and processing facilities in all industrialized countries aredeveloping on a large scale and centralization and the centralized pollution control is thedevelopment tendency of environmental control. Centralized pollution control is ofstrategic significance for environmental management and brings about great transforma-tion in prevention ,elimination and investment strategy of pollution. To carry out central-ized pollution control,planning must be taken as the leading factor.Proceeding from en-vironmental planning, this paper deals with and analyzes the relevant environmentalplanning of the magnificent chemical engineering district of Daqing Oil Field in the ninthfive-year plan,introduces the current pollutant discharge situation and the application of“Centralized pollution control system”in the chemical engineering district ,which is aboutto gain economic and environmental benefits and simultaneously the application of thesaid system to other fields of Daqing Oil Field
