| 摘 要： | 排污权交易是一种市场激励机制。本文通过对排污权交易进行理论和实践的分析和探讨，提出在我国实施总量控制条件下的排污权交易是切实可行的，其关键在于建立起完整、合理的排污权交易市场体系。

| Abstract: | emissions rights trading is an incentive based mechanism.The paper,by analysis and discussion of theory and practice on emissions rights trading,points out that emissions rights trading is practical under the total amount control implemented in our country and the stress should be laid on the establishment of perfect and reasonable market system of emissions rights trading. |
