Recently offshore outsourcing economy in USA develops quickly and leads to the third industrial revolution after the first and second industrial revolution,so numbers of manufacturing industry in USA divert to other foreign countries.Offshore outsourcing economy is a good opportunity for China to develop manufacturing industry,but at the same time we meet many problems,such as environmental pollution and the transition of energy.Some suggestions are presented: to catch the opportunity and give full play to the advantage of human capital,reply to environmental impact actively while developing manufacturing industry rapidly,manage respectively and enforce the law strictly.
