| 摘 要： | 实施污染物排放总量控制的过程中,总量分配的合理性是体现污染源与污染源之间、管理者与被管理之间能否实现“公平性” 的重要依据和基础,也是关系到总量控制能否顺利实施的重要问题。本文运用不确定性分析对此进行了一些有益的探索,目的是为进行污染物排放总量控制的规划与管理决策者提供分析和解决问题的新思路。
