| 摘 要： | 除了作为资源的物质生产功能外,草原还有生态服务功能、社会保障功能和文化承载功能等。日益严重的生态环境问题,要求必须全面认识草原的多功能性,转变生产方式,因地制宜发展以保护为主的放牧畜牧业、草畜耦合高效高产畜牧业、草原生态旅游业以及草原特色产业等多种草原经济发展模式。草原经济的可持续发展需要从法制、产权制度、保护制度、生态补偿机制、评价体系建设等多方面予以保障。
