| 摘 要： | 循环经济立法是发展循环经济的前提，对发展循环经济具有首要的、决定性的作用。借鉴德国、日本两个经济发达国家循环经济立法的成功经验，提出建立符合我国国情的循环经济立法模式和循环经济法律体系的构建。

| Abstract: | Municipal solid wastes have caused serious pollution to urban environment, threatened citizens＇ living environment, economy and society＇s sustainable development. Presently, the main garbage disposal methods in China contain sanitary landfill land-method, incineration and composing process, etc.. Pyrolytic method, because of the advantages, such as high resource fraction product recovery, little secondary pollution, good comprehensive profits, and so on, is becoming more and more suitable for garbage disposal of small-medium cities in China. Municipal solid wastes＂ gasification technique has become the hot point in the world. Besides, China has just begun to study RDF. In order to promote cities＇ sustainable and steady development, some measures are presented, such as collection of classificated refuse, separated pick and comprehensive utilization of some disposal methods. |
