Discussion on Countermeasures against the Problems in the EP Jobs of Objective and Responsibility Binzhou System

In order to promote the execution of EP jobs of objective and responsibility system, this paper analyzes the existing problems including: the targets in the responsibility papers are not highly quantized, the responsibility are not clear, the supervision is not strict, and the encouragement and punishment are difficult to be fulfilled etc.. This paper also discusses some experiences for executions of EP jobs of objective and responsibility system, putting forward the countermeasures against the problems. First, the period of validity for the responsibility papers should be changed from someone's tenure of office to one year; second, the task shall be regulated by quantity and quality, mainly by quantity; third, the responsibility should be clear, and the governmental coordination and restriction system shall be built up; four, strengthening the related supervision and fulfilling the encouragement and punishment system.
