| Abstract: | This paper explores plans for further military development of Otterburn Training Area in the Northumberland National Park (NNP). The paper's core argument is that the current debate over the proposed developments in Northumberland, including the potential for a public inquiry, offer an inappropriate framework for determination between the national responsibilities of defence and conservation, and suggests that a national and strategic review is required to identify the balance to be struck . |
