| 摘 要： | 《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》的"三新"核心要义(即立足新发展阶段、贯彻新发展理念、构建新发展格局)对"十四五"土壤污染综合防治具有深刻影响。本文分析了"三新"核心要义为"十四五"土壤污染防治带来的历史发展机遇和挑战,分析了"十四五"土壤污染防治新阶段四个方面的特点。在此基础上提出了"十四五"土壤污染防治主要思路,重点分析了深入实施保护、预防、管控、修复四大行动的主要任务要求,以期为国家和各级政府开展"十四五"土壤污染防治谋划与设计提供决策参考。

| Abstract: | To protect the ecological environment with the strictest system and the most rigorous rule of law, we need to speed up the construction of an ecological civilization system guaranteed by the modernization of governance system and governance capacity, increasing institutional supply and accelerating institutional innovation from four aspects:Firstly, to give full play to the market mechanisms and improve the pluralistic system; Secondly, to strengthen administrative management and fulfill local responsibilities; Thirdly, to exert the social mechanism and promote social participation; Lastly, to strengthen the construction of legal system and lay a solid foundation for innovation. |
