绿色化是我国现代化的重要组成部分

在2015年3月24日召开的中共中央政治局会议上,审议通过了《关于加快推进生态文明建设的意见》,首次提出“绿色化”概念 。本文在分析绿色化及其相关概念的基础上,提出应以绿色发展或绿色化为统领,加强概念集成,以利于公众理解和地方实施。建议绿色化要落实到工业化、城镇化和生态环境保护的全过程和各方面,并提出工业绿色化要注重优化产业布局、调整工业结构、实施绿色制造、加强环保产业与循环经济的有机衔接,城镇化过程中绿色化应从合理规划城市布局和功能分区、发展绿色建筑、推进建筑和交通节能减排、促进域平衡发展等方面落实,生态文明建设中绿色化要注重从源头控制生态破坏和废物排放、切实改善环境质量。最后从政策措施、信息技术革命、法规制度和生态文化等方面提出了绿色化的保障措施。

Greening Is the Important Part of Modernization in China

The concept of "greening" was advanced at a recent meeting of the Political Bureau of the Central Committee of the Communist Party of China.The paper suggested that greening should be implemented to all aspects of industrialization, urbanization and eco-environmental protection. In green industry, it refers to an optimized industrial layout and structure, jointed environmental protection industry and circular economy. Green urbanization should plan a rational city layout and sectorization, develop green building, move forward construction and transportationemission reduction, promote regional balanced development. Greening in ecological civilization should pay attention to the source control of ecological destruction and waste emission in other to promote a society that is ecologically and environmentally aware.At last, suggestions of incentives, technological innovation, institutional arrangement and ecological culture were proposed to safeguard greening development.
