特色小镇的发展进程及发展建议

特色小镇不同于建制镇或产业园区,建设特色小镇对于推动城乡融合发展和乡村振兴具有重要作用。本文梳理了特色小镇建设大致经历了孕育成长、全面铺开、提质规范三个阶段,建议地方对特色小镇的建设和发展密切关注与监控,及时纠偏;编制高质量的特色小镇总体规划和生态环境保护规划;加快特色小镇行政管理体制改革步伐,科学评估特色小镇的主导产业选择。

Development Process of the Characteristic Town and Suggestion for Its Higher Quality Development

Characteristic towns that are different from the administrative towns or industrial parks, play important roles in promoting integrated urban-rural development and rural revitalization in China. This paper summarizes three stages in the development process of China''s characteristic towns, including the period of gestation, the period of fully-expanded and the period of quality improvement. We suggest that local governments should promote the improvement of characteristic towns from the following four aspects:keep a close eye on the development of characteristics towns and rectify deviation in time, prepare high-quality overall plan and ecological environment protection plan, accelerate the pace of administrative system reform, scientifically assess the leading industry of characteristic towns.
