摘    要:当前我国农地非农化进程的加快使农地资源价值显化问题凸现出来,但在现行的政策与制度框架内,农地价格严重扭曲,不能完全表达农地的真正价值。社会经济的不断发展要求农地资源能合理配置并达到可持续利用,因此要实现这一目标,就必须建立一套完整的农地价值核算体系与农地价格体系,并对现行扭曲的农地价格进行矫正。本文通过理论与实证分析,利用边际成本定价的方法探讨体现农地真正价值的农地完全价格,并通过这一价格将农地的资源价值纳入整个绿色GDP核算体系中,这也是本文提出的政策性建议之一。

Abstract:With speeding up the current transformation of our farmland into non-agriculturalization,farmland value problem appears obvious,but under the farmland system and policy the in our country now,farmland price has been distorted seriously,farmland price is far from its real value,leading to the unreasonable allocation of farmland resources.At the same time,it results in many social and economic problems.The future social and economic development will request each item of resources to be reasonably allocated,and to achieve the sustainable utilization.So how to achieve this goal will not only be the problem in the theoretical field but also a task of national land management department.Therefore,we must establish a set of complete farmland value calculation system and the farmland price system,and use them to correct the distorted farmland price now.In theory etical analysis, the farmland value includes two parts of use value and non-use value(non-use value is also a value).It is only the farmland price that integrats these two partition values is the actual farmland value,the farmland complete price.The article utilities marginal opportunity cost(MOC) pricing method to treat,which the farming complete price that manifests farmland real value,and brings this method into a demonstration case to compute the farmland complete price in this region.Then it proposes some policy-type propositions.Every partition of farmland value will be manifested in the expropriation price and selling price of land,and on this basis,the farmland complete price will be brought into the whole green GDP calculation system.Through comparing the growth rate of GDP and the farmland resource consumption,the government may adjust the whole social economy to optimize the allocation of the farmland resource and promote the national economy to develop sustainably.
