正确判断人类神经行为，特别是经济发展行为是否与所处的环境条件相协调，是实现环境与经济协调发展的前景。

ABOUT THE THEORY OF ENVIRONMENTAL BEARING CAPACITY

The premise for environment to develop coordinatively with economy is that we can correctly judge the human social activities, especially whether the e-conomic activities are coordinated with environment. Thus in this paper, the author raises a new theory-Euvironmental Bearing Capacity(EBC) so as to gives correct judgement on this problem. The author puts forward the definition and common features of EBC on the three levels of philosophy, science and technology, and believes that EBC is the intrinsic property of environment and an adjustable objective quality. This paper also analyses the human social activities by four-vector space (level, type, scope, and time)and brings up the analytical methods to determine the index system for EBC.
