节约型社会指标体系框架设计与广东节约水平现状评价

节约型社会指标体系贯穿了循环经济的思想，包括减量化、再使用再循环、节约支撑能力、资源禀赋变化与弹性系数等4领域共51个指标。应用该指标体系估算结果表明，广东省节能、节地、节水、节材、减污、资源化等核心指标目前高于全国平均水平，且每年均有所提升。高新技术产业产值占工业总产值比重、第三产业比重、行政管理费用所占GDP在全国属于领先地位，反映广东与其它地区的差异已经从数量的差异发展为结构性差异。GDP质量优于全国平均水平。但能源消费弹性系数反映出粗放型特征没有根本转变。水环境功能区水质达标率偏低，在制度支撑、科技支撑、教育支撑指标等方面亟待改进。

Framework of evaluation index system for China's resources-saving society with application in evaluating level of Guangdong Province's achievement

ion Resources-saving society is the of the economic and social development of China in the past years.It represents an ethical philosophy.The evaluation index system for resources-saving society established in this paper is impenetrated by 3R(Reduce,Reuse,Recycle) economy.It consists of four fields with fifty-one figures.The four fields are reducing,reusing & recycling,saving supporting ability,and resource endowment elasticity.I is shown that the core index of energy saving,land saving,water saving,wood saving,and emission reducing of Guangdong Province is higher than the average level of whole China,and climbing year by year.High-Tech industry's proportion in the whole industry,the tertiary industry's proportion in the whole industry,the government expense proportion in GDP is leading the national level,which indicats that the difference between Guangdong Province and other provinces has changed into a difference in economic structure,not only in economic scale.The quality of Guangdong's GDP is also better than that of the average national level,but the index of energy elasticity still shows the character istic of economic development.The planned target of water function areas is not achieved well enough.Institutional support,and technology support,and educational support indices still need improving.The establishment of resources-saving society is not only China central government's strategy but also the only way for Guangdong Province's development.It is suggested that this evaluation index system should be used to guide the healthy development of the whole province.Key figures concerning as energy saving,land saving,water saving,wood saving,emission reducing ECT,must be made close to the international advanced standards to improve the quality of GDP.With the guidance and governance of the government,price and market system should become more and more important in the efficient allocation of resources
