| 摘 要： | 外空具有重要资源价值。各国开发和利用太空资源的活动已经对外空环境造成了不利的影响。国际问通过签订国际条约等虽然已经建立了一些太空法律．但在外空资源的可持续利用和外空环境保护方面的直接规定却不系统。为了实现人类对太空资源的可持续利用和对外空环境的保护。在太空资源和环境立法方面应该订立保护外空资源与环境的专门性国际条约、实行外空活动“准入制度”、建立外空夭体资源的国际开发制度。
