摘    要:地球水资源危机问题日益严重,直接影响自然与经济社会可持续发展和地区安全。认识基于水资源可再生能力的水空间问题,保护湿地与流域合理配置湿地,是维持陆地健康水循环的基础。湿地是可持续的水调节空间,其调节功能的不可替代性是不容忽视的。人类活动导致大量湿地丧失,维持水资源再生能力的湿地水空间明显减少,区域(流域)水资源的自然调节功能急剧下降,区域(流域)水灾害风险显著增加。就流域水安全保证而言,其合理的湿地配置是解决这一问题的重要根基之一

Abstract:The increasingly serious problem of water resource crisis directly affects the regional security and the sustainable development of nature,economy and society.Understanding the hydrological space issue based on the water resource regeneration capability,protecting wetlands and rationally allocating wetlands in a basin are the basis for maintaining the healthy terrestrial hydrological cycle.Wetlands,whose irreplaceable functions should not be ignored,are the sustainable space of water regulation.Human activities have led to a large number of wetlands extinction,which,furthermore,obviously weakened hydrological space effects of wetlands and significantly increased the regional flood risk at the meantime.As for the guarantee of watershed water security,wetlands rational allocation is the foundation of vital concernment for solving this problem
