Estimates for the air releases of lead from stationary point sources are considered for the South Coast Air Basin of California. We have examined four databases published by U.S. Environmental Protection Agency, the California Air Resources Board, and the South Coast Air Quality Management District. Our analysis indicates that none of the databases includes every emitting facility in the South Coast Air Basin of California and that other discrepancies among the databases exist. Additionally, the data have been analyzed for temporal variation, and some of the California Air Resources Board data are not current. The South Coast Air Quality Management District inventory covers 12 times more facilities in 2001 than in 1996. From this analysis, we conclude that all four of the databases would benefit by sharing data, increasing transparency, analyzing uncertainty, and standardizing emission estimation methods.  相似文献

A joint conference cosponsored for the sixth year by the Atmospheric Research and Exposure Assessment Laboratory (AREAL) of the U.S. Environmental Protection Agency and the Air & Waste Management Association was held in Durham, North Carolina, May 6–10, 1991. The technical program consisted of 220 presentations, held in 25 technical sessions, on recent advances in ambient and source atmospheres. Covering a wide range of measurement topics and supported by 78 exhibitors of instrumentation and consulting services, the symposium was attended by almost a thousand professionals from the United States and other countries. An index for indoor environmental quality, the Indoor Environmental Index (IEI), was developed. This study aggregates the Indoor Air Pollution Index, an index found in the literature, and a new index: the Indoor Discomfort Index. The average of these two indices is the IEI, which is calculated using concentrations of eight pollutants and two comfort variables measured in 100 office buildings in the United States. The database used was developed for the U.S. Environmental Protection Agency Building Assessment Survey Evaluation study. A symptom index also is developed to denote persistent occupant symptoms. The IEI and the symptom index are used to investigate the relationship between indoor environmental quality and symptoms. Two simple linear regression models were formulated; these models explain 67 and 79% of the variation in the average symptom index, with the variation of the average IEI depending on the method of averaging used in the construction of the models. In addition, a conceptual explanation is provided for the empirical or regression models formulated. The IEI and the associated models relating indoor environmental quality with the office occupant symptom index may be used as management tools, as illustrated with an example.  相似文献

Air quality models are typically used to predict the fate and transport of air emissions from industrial sources to comply with federal and state regulatory requirements and environmental standards, as well as to determine pollution control requirements. For many years, the U.S. Environmental Protection Agency (EPA) widely used the Industrial Source Complex (ISC) model because of its broad applicability to multiple source types. Recently, EPA adopted a new rule that replaces ISC with AERMOD, a state-of-the-practice air dispersion model, in many air quality impact assessments. This study compared the two models as well as their enhanced versions that incorporate the Plume Rise Model Enhancements (PRIME) algorithm. PRIME takes into account the effects of building downwash on plume dispersion. The comparison used actual point, area, and volume sources located on two separate facilities in conjunction with site-specific terrain and meteorological data. The modeled maximum total period average ground-level air concentrations were used to calculate potential health effects for human receptors. The results show that the switch from ISC to AERMOD and the incorporation of the PRIME algorithm tend to generate lower concentration estimates at the point of maximum ground-level concentration. However, the magnitude of difference varies from insignificant to significant depending on the types of the sources and the site-specific conditions. The differences in human health effects, predicted using results from the two models, mirror the concentrations predicted by the models.  相似文献

The 13th Government Affairs Seminar of the Air Pollution Control Association was held March 20-21, 1985 in Washington, D.C. The Seminar, held annually, has earned international attention as a forum for dialogue on federal environmental legislation. Keynote speaker for the 1985 Seminar was Senator John Chafee (R.-R.L), chairman of the Subcommittee on Environmental Pollution of the Senate Committee on Environment and Public Works. Joseph Cannon, former U.S. EPA Assistant Administrator for Air and Radiation gave the luncheon address. (See News Focus in the May 1985 issue of JAPCA, page 570, for a report on these and other presentations.) A new complex source microcomputer model has been developed for use at civil airports and Air Force bases. This paper describes both the key features of this model and its application in evaluating the air quality impact of new construction projects at three airports: one in the United States and two in Canada.

The single EDMS model replaces the numerous models previously required to assess the air quality impact of pollution sources at airports. EDMS also employs a commercial data base to reduce the time and manpower required to accurately assess and document the air quality impact of airfield operations.

On July 20, 1993, the U.S. Environmental Protection Agency (EPA) issued the final rule (Federal Register, 7/20/93, page 38816) to add new models to the Guideline on Air Quality Models. At that time EDMS was incorporated into the Guideline as an Appendix A model.  相似文献

The requirements of the Texas State Implementation Plan of the U.S. Clean Air Act for the Houston-Galveston Ozone Nonattainment Area stipulate large reductions in oxides of nitrogen (NO(x)) emissions. A large number of sources at Dow Chemical Co. sites within the nonattainment area may require the addition of continuous emission monitoring systems (CEMS) for online analysis of NO(x), CO, and O2. At the outset of this work, it was not known whether the analyzers could accurately measure NO(x) as low as 2 ppm. Therefore, NO(x) CEMS analyzers from five different companies were evaluated for their ability to reliably measure NO(x) in the 2-20 ppm range. Testing was performed with a laboratory apparatus that accurately simulated different mixtures of flue gas and, on a limited basis, simulated a dual-train sampling system on a gas turbine. The results indicate that this method is a reasonable approach for analyzer testing and reveal important technical performance aspects for accurate NO(x) measurements. Several commercial analyzers, if installed in a CEMS application with sampling conditioning components similar to those used in this study, can meet the U.S. Environmental Protection Agency's measurement data quality requirements for accuracy.  相似文献

Mr. Freeman presented the paper "Industrial Pollution Prevention," at the Critical Review session held during the 85th Air & Waste Management Association Annual Meeting in Kansas City, Missouri. ABSTRACT

Owners of hazardous waste treatment, storage, and disposal facilities, and certain major air pollution sources, must conduct several separate ambient air dispersion modeling analyses before beginning construction of new facilities or modifying existing facilities. These analyses are critical components of the environmental permitting and facility certification processes and must be completed to the satisfaction of federal, state, and local regulatory authorities.

The U.S. Army has conducted air dispersion modeling for its proposed chemical agent disposal facilities to fulfill the following environmental regulatory and risk management requirements: (1) Resource Conservation and Recovery Act human health and ecological risk assessment analysis for the hazardous waste treatment and storage permit applications, (2) Quantitative Risk Assessment to support the site-specific risk management programs, and (3) Prevention of Significant Deterioration ambient air impact analysis for the air permit applications. The purpose of these air dispersion modeling studies is to show that the potential impacts on human health and the environment, due to operation of the chemical agent disposal facilities, are acceptable. This paper describes and compares the types of air dispersion models, modeling input data requirements, modeling algorithms, and approaches used to satisfy the three environmental regulatory and risk management requirements listed above. Although this paper discusses only one industry (i.e., chemical demilitarization), the information it contains could help those in other industries who need to communicate to the public the purpose and objectives of each modeling analysis. It may also be useful in integrating the results of each analysis into an overarching summary of compliance and potential risks.  相似文献

ABSTRACT

New National Ambient Air Quality Standards (NAAQS) were promulgated for fine particulate matter (FPM) in July 1997. This paper summarizes likely timing for implementing programs to meet these standards, which have a bearing on future modeling/analysis needs. The paper notes technical requirements implied by the nature of the NAAQS, as well as feedback the agency has received concerning modeling/analysis through Federal Advisory Committee Act (FACA) subcommittee work groups. Conclusions and recommendations drawn from recently completed U.S. Environmental Protection Agency (EPA)- sponsored workshops on modeling and other source attribution techniques are also described. Efforts to respond to needs implied by the NAAQS and feedback are noted by outlining major topics and issues that future guidance on use of modeling and other analyses used for attainment demonstrations will need to address. The paper concludes by highlighting several as yet unmet modeling/analysis needs to support a well-founded strategy for meeting air quality goals for FPM. These are suggested as potential areas for policy-relevant research.  相似文献

The United States Air Force is currently seeking to resolve problems associated with soils contaminated with 2,3,7,8-tetrachlordibenzo-p-dioxin (dioxin). Air Force use of the phenoxy herbicide formulation known as Herbicide Orange has resulted in soil contamination of three military sites in the Continental United States. To resolve these problems, the U.S. Air Force Engineering and Services Laboratory and its prime contractor, EG&G Idaho, have initiated a research program to evaluate, under field conditions, technologies that may reduce the level of dioxins in contaminated soils. Two pilot-scale technologies: (1) advanced electric reactor, developed by the J.M. Huber Corp., Borger, Texas, and (2) thermal desorption/U.V. destruction, developed by the I.T. Corp., Knoxville, Tennessee, have been tested at a military installation in the Southeastern United States. Although independent confirmation of technology success is pending, preliminary test results indicate that both technologies are capable of reducing the levels of dioxin in contaminated soils from 240 parts per billion to less than 1 part per billion. These data suggest that either of the technologies could be employed for full-scale site restoration. Field trials of two additional technologies are scheduled for late 1985.  相似文献

The article reports on the first year of the Blackstone Project, a joint pilot project of the Massachusetts Department of Environmental Protection (DEP) and the Department of Environmental Management (DEM). The project is being used to test the best approach to promoting toxics use reduction (similar to ”source reduction“ as defined by EPA). In the project, the two state agencies are testing different methods of inspecting compliance across media (i.e. compliance to air, water, hazardous waste, and Right-to-Know requirements), biasing enforcement actions towards toxics use reduction, and coordinating regulatory activity with technical assistance activity. The Blackstone Project Team finds that the approach tested in the Blackstone Project was successful in its setting. A wide range of environmental protection objectives was cost effectively met through the Blackstone approach. In FY91, DEP will test the approach in the other DEP Regional Offices, with more facilities of a wider variety.  相似文献

The U.S. Environmental Protection Agency (EPA) developed and implemented the Acid Rain Program (ARP), and NO(x) Budget Trading Programs (NBTP) using several fundamental monitoring, reporting, and verification (MRV) elements: (1) compliance assurance through incentives and automatic penalties; (2) strong quality assurance (QA); (3) collaborative approach with a petition process; (4) standardized electronic reporting; (5) compliance flexibility for low-emitting sources; (6) complete emissions data record required; (7) centralized administration; (8) level playing field; (9) publicly available data; (10) performance-based approach; and (11) reducing conflicts of interest. Each of these elements is discussed in the context of the authors' experience under two U.S. cap-and-trade programs and their potential application to other cap- and-trade programs. The U.S. Office of Management and Budget found that the Acid Rain Program has accounted for the largest quantified human health benefits of any federal regulatory program implemented in the last 10 yr, with annual benefits exceeding costs by > 40 to 1. The authors believe that the elements described in this paper greatly contributed to this success. EPA has used the ARP fundamental elements as a model for other cap-and-trade programs, including the NBTP, which went into effect in 2003, and the recently published Clean Air Interstate Rule and Clean Air Mercury Rule. The authors believe that using these fundamental elements to develop and implement the MRV portion of their cap-and-trade programs has resulted in public confidence in the programs, highly accurate and complete emissions data, and a high compliance rate (> 99% overall).  相似文献

Air pollutant emission from unconfined sources is an increasingly important environmental issue. The U.S. Environmental Protection Agency (EPA) has developed a ground-based optical remote-sensing method that enables direct measurement of fugitive emission flux from large area sources. Open-path Fourier transform infrared spectroscopy (OP-FTIR) has been the primary technique for acquisition of pollutant concentration data used in this emission measurement method. For a number of environmentally important compounds, such as ammonia and methane, open-path tunable diode laser absorption spectroscopy (OP-TDLAS) is shown to be a viable alternative to Fourier transform spectroscopy for pollutant concentration measurements. Near-IR diode laser spectroscopy systems offer significant operational and cost advantages over Fourier transform instruments enabling more efficient implementation of the measurement strategy. This article reviews the EPA's fugitive emission measurement method and describes its multipath tunable diode laser instrument. Validation testing of the system is discussed. OP-TDLAS versus OP-FTIR correlation testing results for ammonia (R2 = 0.980) and methane (R2 = 0.991) are reported. Two example applications of tunable diode laser-based fugitive emission measurements are presented.  相似文献

The Federal Clean Air Act (FCAA) framework envisions a federal-state partnership whereby the development of regulations may be at the federal level or state level with federal oversight. The U.S. Environmental Protection Agency (EPA) establishes National Ambient Air Quality Standards to describe “safe” ambient levels of criteria pollutants. For air toxics, the EPA establishes control technology standards for the 187 listed hazardous air pollutants (HAPs) but does not establish ambient standards for HAPs or other air toxics. Thus, states must ensure that ambient concentrations are not at harmful levels. The Texas Clean Air Act authorizes the Texas Commission on Environmental Quality (TCEQ), the Texas state environmental agency, to control air pollution and protect public health and welfare. The TCEQ employs three interactive programs to ensure that concentrations of air toxics do not exceed levels of potential health concern (LOCs): air permitting, ambient air monitoring, and the Air Pollutant Watch List (APWL). Comprehensive air permit reviews involve the application of best available control technology for new and modified equipment and ensure that permits protect public health and welfare. Protectiveness may be demonstrated by a number of means, including a demonstration that the predicted ground-level concentrations for the permitted emissions, evaluated on a case-by-case and chemical-by-chemical basis, do not cause or contribute to a LOC. The TCEQ's ambient air monitoring program is extensive and provides data to help assess the potential for adverse effects from all operational equipment in an area. If air toxics are persistently monitored at a LOC, an APWL area is established. The purpose of the APWL is to reduce ambient air toxic concentrations below LOCs by focusing TCEQ resources and heightening awareness. This paper will discuss examples of decreases in air toxic levels in Houston and Corpus Christi, Texas, resulting from the interactive nature of these programs.

Implications: Texas recognized through the collection of ambient monitoring data that additional measures beyond federal regulations must be taken to ensure that public health is protected. Texas integrates comprehensive air permitting, extensive ambient air monitoring, and the Air Pollutant Watch List (APWL) to protect the public from hazardous air toxics. Texas issues air permits that are protective of public health and also assesses ambient air to verify that concentrations remain below levels of concern in heavily industrialized areas. Texas developed the APWL to improve air quality in those areas where monitoring indicates a potential concern. This paper illustrates how Texas engaged its three interactive programs to successfully address elevated air toxic levels in Houston and Corpus Christi.  相似文献
