This paper uses Chinese provincial data from 2006 to 2021 as a sample period to study the relationship between higher education development, industrial structure adjustment, and environmental pollution. Conclusions were as follows: (1) the industry structure adjustment can reduce environmental pollution in Chinese regions except eastern, and the increase in the proportion of the tertiary industry will increase pollution emissions in the eastern region. (2) Although there is a negative correlation between higher education and environmental pollution in China, it is not significant. From different regions, the coefficients in the eastern are positive which means aggravated environmental pollution, and the coefficients in the central region are not significant, but higher education in the western region improves environmental pollution. (3) Urbanization has a significant moderating effect on the national and regional environmental pollution, but in the central and western regions, it is smaller than the eastern region; although environmental regulation has a certain inhibitory effect on environmental pollution, the coefficient in the eastern region is significantly positive, and there is a situation of “more pollution, more control.” Further, the increase of foreign direct investment will aggravate environmental pollution; although the elasticity coefficient in the eastern region is negative, there is a trend of improving environmental pollution, but it is not significant. The study holds promising implications for the development of policies related to education, industry, and the environment. Through the research on the relationship between the three, exploring and improving the regional environmental pollution level from the perspective of higher education and industrial structure have important practical significance for the regional green development.

The implementation of efficient environmental and waste management policies requires a better understanding of how these issues are integrated into social dynamics. In particular, we need to improve our knowledge of social perceptions about these problems. To do this, one can use a methodology based on lexicographical tools. It allows the reconstruction of actors' representations from in-depth interviews. This study aims to demonstrate the benefits and limitations of such a method. It looks at the perceptions of environment and waste issues of French industrial actors. A common representation has been extracted on the basis of the categories most present in the discourses. It has then been completed and refined by a deeper examination of relationships between actors, of values underlying the representation, and of its dynamic aspects. The method presented here would be particularly appropriate for comparative analysis between different groups of actors or different cultures.  相似文献

Environmental insurance policies and the success of claims brought under them depend upon the intersection of both the legal and technical issues involved. The evolution of environmental insurance policies, from their origin in the Commercial General Liability policies up to the creation of new insurance products designed to cover specifically environmental concerns are addressed in this work. Both scientists and attorneys will have to develop a fuller understanding of environmental damage and assessments. With 20% of the world’s forests, Russia has global potential in bioeconomy development, biodiversity conservation and climate change mitigation. However, unsustainable forest management based on ‘wood mining’ reduces this potential. Based on document analysis, participant observations and interviews, this article shows how non-state actors—environmental NGOs and forest companies—address forest resource depletion and primary forest loss in Russia. We analyse two key interrelated forest discourses driven by non-state actors in Russia: (1) intensive forest management in secondary forests as a pathway towards sustained yield and primary forest conservation; (2) intact forest landscapes as a priority in primary forest conservation. We illustrate how these discourses have been integrated into policy debates, institutions and practices and discuss their relation to relevant global discourses. The paper selects the data of 30 regions in China from 2008 to 2020 as the basis to construct a theoretical analysis framework between fiscal decentralization, environmental regulation, and green economy efficiency (GEE). For empirical analysis, the study adopts super-slacks-based measure (SBM) method to measure GEE, and Tobit model is adopted to study the relationships between key constructs under investigation. The key findings of the study are as follows: (1) GEE level is at the upper middle level, and the green economic efficiency varies greatly among regions. The GEE value of the eastern region is the highest and lowest in the west, and the central region is in between. (2) From a national perspective, fiscal decentralization, environmental regulation, per capita gross domestic product (GDP), and urbanization all have a significant negative coefficient on the national GEE, inhibiting local GEE improvement. Foreign direct investment impact on GEE is not significant, but green credit has a significant positive coefficient. (3) From a regional perspective, the effects of fiscal decentralization on the green economic efficiency of western region were not significant, but the sign of coefficient found to be negative. However, in the other two regions, fiscal decentralization has a significant positive impact on GEE. Moreover, environmental regulation impact on GEE is positive in eastern region and negative in western part, and not significant in the central region; economic development can promote GEE in the central region and negative in west, but not significant in eastern region. Foreign direct investment (FDI) shows no significant impact in the eastern region but exists a significant negative impact in the other two regions. Finally, green credit has no significant impact in the central region but exists significant positive effect in the other two regions. This paper studies the green economic efficiency of undesired output, which is of great significance to my country’s future green development and the formulation of environmental regulation policies.

Debate and literature on the link between degrading environments and human mobility has been increasing exponentially. There is little concrete evidence, however, of efforts or policies that support the management of environmentally influenced mobility. Through discourse analysis using Q-methodology, this research aimed to scrutinize the standoff between opposing views under a fresh lens. One-hundred and ninety-seven experts from 49 nations completed an on-line survey asking them to sort, by level of agreement, 42 statements gleaned from the literature concerning the environment-mobility nexus. Four very different discourses emerged: determined humanists, benevolent pragmatists, cynical protectionists, and critical realists. The complexity of these discourses helps explain the stalemate while confirming the inappropriateness of one-sided terminology and linear quantifications. Despite diametrically opposed viewpoints, experts unanimously agree that human mobility is connected to environmental change. Dissection of these social perspectives builds a new foundation for the Rio+20 analysis and policy deliberations related to environmentally influenced human mobility.  相似文献

Energy consumption throughout the world contributes to pollution, environmental deterioration, and greenhouse gas emissions. Increases in energy consumption are usually driven by population growth and economic development that tends to increase energy use per capita. Thus, the projected increase in population in the near future, and the economic development that is likely in many countries, have serious implications for the environment. Since the early 1980s the relationship between energy use and environmental impact has received attention, and a number of activities have focused on this topic. In this paper, four important areas related to current and future patterns of environmental impact are introduced and discussed in detail: environmental impact, energy consumption, energy efficiency and conservation, and fuel substitution. We conclude that further political, economic and institutional changes from the standpoint of environmental impact appear to be necessary for future energy policies. To this end, energy efficiency improvements and renewable energy resources can play important roles in controlling and reducing environmental impact.  相似文献

The green innovations, environmental policies, and carbon taxes are the tools to achieve sustainable development goals (SDGs) in the mitigation process. This study is intended to examine the impact of innovation, carbon pricing (CTAX), environmental policies (EP), and energy consumption (ECON) on PM2.5 and greenhouse gas (GHG) emission for Central-Eastern European countries. The panel effect during 2000–2018 is tested using a dynamic panel data model while the Granger causality approach obtains country-related outcomes. The outcomes reveal that eco-friendly innovations have a more profound effect on carbon mitigation. Environmental policies reduce emissions by 2.7% in the short run and 17.4% in the long run. Similarly, CTAX mitigates GHG emissions by 8.6% in the short-run and PM2.5 by 0.9% and 5.7% in the short and long run. However, urbanization, energy consumption and trade openness are the leading polluters in the region. The main findings remain dominant in the country-specific results and find unidirectional and bidirectional causality evidence among variables. The research concludes that green innovations and strict environmental policy can lead towards achieving sustainable development goals using carbon taxes as a tool on the way.

Background, aim and scope  

Perfluorinated compounds (PFCs) are global environmental pollutants that bioaccumulate in wildlife and humans. Laboratory experiments have revealed toxic effects such as delayed development, humoral suppression, and hepatotoxicity. Although numerous human blood levels have been reported, little is known about distribution in the human body. Knowledge about PFC distribution and accumulation in the human body is crucial to understanding uptake and subsequent effects as well as to conduct risk assessments. The present study reports PFC levels in human liver and breast milk from a general population living in Catalonia, Spain. Liver and milk levels are compared to previously reported levels in blood from the same geographic area as well as to other existing reports on human liver and milk levels in other countries.  相似文献

Green infrastructure (GI) and ecosystem services (ES) are promoted as concepts that have potential to improve environmental planning in urban areas based on a more holistic understanding of the complex interrelations and dynamics of social–ecological systems. However, the scientific discourses around both concepts still lack application-oriented frameworks that consider such a holistic perspective and are suitable to mainstream GI and ES in planning practice. This literature review explores how multifunctionality as one important principle of GI planning can be operationalized by approaches developed and tested in ES research. Specifically, approaches developed in ES research can help to assess the integrity of GI networks, balance ES supply and demand, and consider trade-offs. A conceptual framework for the assessment of multifunctionality from a social–ecological perspective is proposed that can inform the design of planning processes and support stronger exchange between GI and ES research.  相似文献

The use of economic instruments, such as charges, in abating climate change is assessed, with special reference to their application in the transport sector. The general strategies and instruments for global environmental policies are presented. The role of economic instruments in this context is highlighted, both in terms of theory and of application. Economic instruments are then analysed from the perspective of transport policies. Climate and transport appear to have different perspectives on economic instruments. The analysis leads to a framework for developing climate-related economic instruments in transport. These may result in substantial economic savings, especially if approached internationally and if distributional and institutional problems can be overcome. The integration of climate concerns into transport policies can be improved, and several suggestions are made in this respect.  相似文献

On the basis of previous studies on the relations among foreign direct investment (FDI), environmental regulation, and environmental pollution, this work uses provincial panel data from 2000 to 2014 to study the effects of FDI and environmental regulation on environmental pollution by applying the panel-corrected standard error (PCSE) method. This paper then utilizes environmental regulation as the threshold variable to estimate the threshold effects of environmental regulation on FDI’s influence on environmental pollution in a threshold regression model for the eastern, central, and western regions of China. The results show that stricter environmental regulation can substantially reduce the pollution in each region. FDI can decrease environmental pollution in the eastern and central regions, but it can increase pollution in the western region. There are double-threshold effects of environmental regulation on the effects of FDI on environmental pollution in each region. When the environmental regulation level is between the first threshold and the second threshold, FDI can decrease environmental pollution much more in the eastern and central regions and increase environmental pollution much less in the western region.

The sustainable production and use of small-scale biogas energy are required to ensure clean household energy access in developing countries, including the Sub-Saharan Africa (SSA) region. This is influenced by market risks, which can be identified as political, economic, social, technical, legal, and environmental (PESTLE). This study examines peer-reviewed and grey literature for the period from 2000 to 2020 to identify the PESTLE constraints and assess their impact on the sustainable development of the technology in the SSA region. The production of biogas with small-scale plants is commonly done by rural and peri-urban households. Results show that economic constraints are the most dominant and reducing at a slow pace. This is followed by political constraints, which have received much attention in the last two decades. Despite the policy improvements, broader national bioenergy policies and interventions are still to make significant gains, especially in the Central African region. In order of significance, the Southern, East, and West Africa regions have made greater progress in reducing the constraints. To achieve the sustainable development of the technology, there is a need to further address the PESTLE constraints at national and regional levels. This study partly deduces that the unsustainable production, use, and inadequate regulation of the small-scale biogas sector are delaying its transition in the SSA region.

Europe has a wealth of community forest arrangements. This paper aims to transcend the diversity of locally specific terms and forms, to highlight the value of considering them inclusively. Building on methods to make sense of diversity, we use reflexive grounded inquiry in fifteen cases in Italy, Scotland, Slovenia and Sweden. Within four dimensions (forest, community, relationships between them, and relationships with wider society), we identify 43 subdimensions to describe them collectively. Our approach shows how European arrangements contribute to wider discourses of collective natural resource management. Both tradition and innovation in Europe inform options for environmental governance. Arrangements challenge the distinction between ‘communities of place’ and ‘communities of interest’, with implications for social and environmental justice. They exemplify multilevel environmental governance through both vertical and horizontal connections. The current share of sub-Saharan Africa in global carbon dioxide emissions is negligible compared to major contributors like Asia, Americas, and Europe. This trend is, however, likely to change given that both economic growth and rate of urbanization in the region are projected to be robust in the future. The current study contributes to the literature by examining both the direct and the indirect impacts of quality of institution on the environment. Specifically, we investigate whether the institutional setting in the region provides some sort of a complementary role in the environment-FEG relationships. We use the panel two-step system generalized method of moments (GMM) technique to deal with the simultaneity problem. Data consists of 43 sub-Saharan African countries. The result shows that energy inefficiency compromises environmental standards. However, the quality of the institutional setting helps moderate this negative consequences; countries with good institutions show greater prospects than countries with poor institutions. On the other hand, globalization of the region and increased forest size generate positive environmental outcomes in the region. Their impacts are, however, independent of the quality of institution. Afforestation programs, promotion of other clean energy types, and investment in energy efficiency, basic city infrastructure, and regulatory and institutional structures, are desirable policies to pursue to safeguard the environment.  相似文献

Excessive nitrogen (N) fertilization and decreasing N recovery rates by crops have caused dramatic increases in non-point source pollution from agriculture in China. The rate of N fertilization across the country varies widely among regions and crops, depending on the stage of economic development. For example, N application rates in the eastern regions and on cash crops are far higher than in western regions of the country and on cereal crops. Moreover, N application rates in wealthier regions are higher than recommended by the Chinese Academy of Sciences. To successfully achieve environmental protection as well as high crop yields, China must formulate relevant agricultural policies to encourage farmers in economically developed areas to reduce their N fertilization rate while also issuing conventional fertilization recommendations for small-scale farming systems and the expanding cultivation of cash crops.  相似文献

The synthesis of the BONUS+ research is introduced. The HELCOM Baltic Sea Action Plan is examined as a case to illustrate the potentials and challenges in building the science–policymaking interface on a macroregional level. The projects address environmental challenges in the Baltic Sea as defined by the Baltic Sea Action Plan, or consider the environmental governance and decision making within the Baltic Sea context in general. Eutrophication, biodiversity, hazardous substances, maritime activities, and the environment governance are addressed, as are crosscutting issues, such as the impact of climate change, maritime spatial planning and impacts of future development on ecosystem services. The projects contributed to relevant policy developments: 37 consultations carried out at EU level, 49 modifications to policy documents and action plans, 153 suggestions for the efficacy of pertinent public policies and governance, and in 570 occasions, scientists working in BONUS+ projects served as members or observers in scientific and stakeholder committees.  相似文献
