This article is a series of representative case studies of Department of Defense hazardous waste minimization. Each Military Department and the Defense Logistics Agency describe actual accomplishments. Areas covered range from production line modification to product specification change. These efforts are part of a Department of Defense plan composed of individual programs executed independently by each military service and defense agency.

Part VII of the hazardous waste minimization series appears in two separate installments: this installment, Part VII (A), deals with Department of Defense waste minimization efforts in vehicle repair operations, explosives manufacturing, and abrasive blasting processes; Part VII (B) will cover shipboard mercury wastes, industrial chemical control, solvent reclamation, and hazardous property sales efforts.  相似文献

Waste minimization in the automotive repair industry is characterized by the large numbers of small quantity generators (SQG) producing solvent, alkaline and detergent hazardous wastes. On-site management of multiple processes which vary depending on the size of shop make the administration of hazardous waste policies particularly complex. The quantity and composition of RCRA hazardous wastes incinerated during 1986 were examined using the National Hazardous Waste Survey. This Survey, collected for U.S. EPA by the Research Triangle Institute, is the most extensive examination of hazardous waste generation and management available. The survey data show that although a wide variety of hazardous wastes were treated by incineration, more than 75 percent of incinerated waste streams were from chemical manufacturing. The survey data also show that more than 90 percent of the incinerated wastes were treated by incinerators located at the facility generating the waste. Despite the predominance of a single industrial sector in generating incinerated hazardous wastes, the compositional profile of the wastes is far from uniform. To illustrate this variability, the metals and chlorine content of the wastes are reported along with the sources of the metal and chlorine loadings.  相似文献

Abstract

The U.S. Army has established a policy of achieving a 50 percent reduction in hazardous waste generation by the end of 1992. To assist the Army in reaching this goal, the Environmental Division of the U.S. Army Construction Engineering Research Laboratory (USACERL) designed the Economic Analysis Model for Hazardous Waste Minimization (EAHWM). The EAHWM was designed to allow the user to evaluate the life cycle costs for various techniques used in hazardous waste minimization and to compare them to the life cycle costs of current operating practices. The program was developed in C language on an IBM compatible PC and is consistent with other pertinent models for performing economic analyses. The potential hierarchical minimization categories used in EAHWM Include source reduction, recovery and/or reuse, and treatment. Although treatment is no longer an acceptable minimization option, its use is widespread and has therefore been addressed in the model. The model allows for economic analysis for minimization of the Army’s six most important hazardous waste streams. These include, solvents, paint stripping wastes, metal plating wastes, industrial waste-sludges, used oils, and batteries and battery electrolytes. The EAHWM also includes a general application which can be used to calculate and compare the life cycle costs for minimization alternatives of any waste stream, hazardous or non-hazardous. The EAHWM has been fully tested and implemented in more than 60 Army installations in the United States.  相似文献

In response to a growing societal mandate, land disposal of hazardous wastes is gradually being replaced by treatment technologies. This shift to "alternative technologies" is the result of the impacts of past land disposal practices on other environmental media (groundwater, surface water, and air). A prime motivation for adopting alternatives to land disposal is to eliminate these cross-media impacts. Alternative technologies, however, can themselves have cross-media environmental impacts which must be recognized and addressed before such technologies are extensively applied. This paper discusses hazardous waste constituents, common disposal practices, alternative technologies currently being applied, possible cross-media environmental impacts of the alternative technologies, and proposed methods of mitigating these environmental impacts. Case studies from uncontrolled hazardous waste sites and industrial operations are used to illustrate the application of alternative technologies. Case studies include the application of waste treatment technologies as well as the adoption of waste minimization techniques.  相似文献

In this study, wastes originating at each production station during refrigerator manufacturing were identified and classified based on a waste tree. A mass balance study revealed a total waste production factor of 0.046 kg/kg of a product of which 75.3%, 23.9%, and 0.8% were non-hazardous wastes (NHWs), packaging wastes (PWs), and hazardous wastes (HWs), respectively. Wastes produced during refrigerator manufacturing were grouped under 35 different waste codes. Waste codes that contributed more than 5% by weight were 15 02 02 (contaminated absorbent material), 15 01 10 (contaminated packaging), 16 02 13 (electronic cards), 07 02 14 (polyol) and 08 05 01 (isocyanates), 19 08 13 (treatment sludge), 16 02 15 (capacitors), and 13 01 13 (hydraulic oil) for HWs, 12 01 01 (ferrous metal), and 16 02 16 (components) for NHWs, and, finally, 15 01 03 (wooden), 15 01 01 (paper&cardboard), and 15 01 02 (plastic) for PWs over 5 years. Scrap costs were used as a surrogate to determine production stages that generated high amounts of metal and plastic wastes. Logarithmically, increasing and decreasing trends were observed for PWs and NHWs over the study period, respectively. HW amounts did not exhibit a statistically significant trend. Twenty-eight BATs (best available techniques) were identified that could be applied in refrigerator manufacturing for waste minimization and management. Among those, 8 of them were proposed for further improvement for waste management in the facility.

Measurements of urban air quality at monitoring stations in developed countries have frequently involved the criteria gaseous pollutants, particulates, hazardous air pollutants, perceived air quality and relevant meteorological conditions. Large numbers of indicators have therefore been established to quantify emissions, concentrations and environmental and human health impacts of each of these groups of substances. To simplify the data for management, several indicators have been grouped together to form urban air quality indices but the weightings of individual variables is contentious. In industrialising and developing countries, data may be limited and traditional air pollutant indicators cannot often be constructed. The emphasis therefore has to be placed on the development of policy-relevant indicators, such as Response Indicators that reflect different policy principles for regulating air pollutant emissions. Indices that quantify the air quality management capabilities and capacities at the city level provide further useful decision-relevant tools. Four sets of indices, namely, 1. air quality measurement capacity, 2. data assessment and availability, 3. emissions estimates, and 4. management enabling capabilities, and a composite index to evaluate air quality management capability, were constructed and applied to 80 cities. The indices revealed that management capability varied widely between the cities. In some of the cities, existing national knowledge on urban air quality could have been more effectively used for management. It was concluded that for effective urban air quality management, a greater emphasis should be given, not just to monitoring and data capture programmes, but to the development of indicators and indices that empower decision-makers to initiate management response strategies. Over-reliance on restricted, predetermined sets of traditional air quality indicators should be avoided.  相似文献

Abstract

The patented Carver-Greenfield (C-G) Process®, a combination of dehydration and solvent extraction treatment technologies, has a wide range of uses in separating hydrocarbon solvent-soluble hazardous organic contaminants (indigenous oil) from sludges, soils, and industrial wastes. As a result of this treatment, the products from a C-G Process facility are: ? Clean, dry solids which are typically suitable for disposal in nonhazardous landfills;

? Water which is treatable in an industrial or Publicly Owned Treatment Works (POTW) wastewater treatment facility;

? Extracted indigenous oil containing hydrocarbon soluble contaminants which may be recycled or reused or disposed of at less cost because its volume is smaller than the original waste feed.

The C-G Process was demonstrated on spent oily drilling fluids as part of the U.S. Environmental Protection Agency Superfund Innovative Technology Evaluation (SITE) Program. This paper summarizes the use of the C-G Process for economical treatment and minimization of hazardous refinery wastes, reviews the SITE program results, and describes extending the C-G Process technology to treatment of other wastes. This paper discusses the Chemical Manufacturers Association's 1984 survey of the chemical industry's hazardous waste management practices. The survey data include a breakdown of how the industry's hazardous wastes are managed, detailing generation, treatment and disposal, and cover 725 plants in 81 companies. The 1984 survey is the third CM A hazardous waste survey, and the paper discusses resultant waste treatment trends from 1981- 1984, the period covered by previous surveys. A total of 278.5 million tons of hazardous waste was treated and disposed by survey respondents. Of this, 276.8 million tons was hazardous wastewater and 1.7 million tons was solid hazardous waste. The survey solid hazardous waste total was projected to the entire industry (Standard Industrial Code 2800) and is estimated at 6.9 million tons. The survey showed continued decreasing trends in hazardous waste generation in the chemical industry. It demonstrated changes in hazardous waste management practices, with decreased use of landfills and increased incineration of the solid wastes that are generated.  相似文献

An overview is provided of hazardous waste recovery, recycle and reuse. The quantities and types of hazardous waste that are generated in the United States are identified. Hazardous wastes are classified according to their economic potential for recovery. Energy and material recovery from organic liquids and metal recovery from sludges have the highest potential for economical recovery. Specific examples are provided of recovery from these types of wastes. A variety of financial and regulatory strategies can be used to encourage recovery from waste streams that do not have a potential for economical recovery. These range from restrictions on burial to the establishment of waste exchanges.  相似文献

A number of policies adopted by the federal government and the states have been designed to promote waste reduction or influence the choice of waste disposal technologies employed by generators of hazardous waste. Graphic analysis of smoothed time series data for hazardous wastes manifested in New York State for the period between June 1982 and February 1987 suggests that some of these policies have had the intended effects.

Significant shifts in manifested waste volumes are evident that coincide with the following policy interventions: (1) increased state waste-end tax rates; (2) state and federal landfill bans; (3) federal restrictions on burning hazardous wastes and waste oils for energy recovery; and (4) changes in the federal regulatory definition of hazardous waste. Other changes in waste generation and management appear to be attributable to such factors as state and regional economic conditions and changes in instate treatment and disposal facility capacity. Analysis of the management of specific waste types supports evidence from the graphic analysis that waste generators changed from land disposal to “higher” waste handling technologies in response to several policy interventions.  相似文献
