Acceptability and personal outcome expectations (i.e., the extent to which one expects to be better or worse off) of transport pricing policies were examined in relation to the expected effects of these policies on one’s own car use, congestion and environmental problems. Car users who commuted frequently by car and experienced congestion on a regular basis evaluated two pricing measures, which were mainly aimed at either decreasing congestion (by tolling at congested areas) or environmental problems (by a differential kilometre charge based on car mass). For the policy mainly aimed to reduce congestion, acceptability was higher and personal outcome expectations were more positive when respondents expected reductions in congestion when the policy was implemented. The policy aimed to reduce environmental problems was more acceptable and respondents expected to be better off in general when they expected reductions in environmental problems after its implementation. Expectations, both about a decrease in congestion and environmental problems were related to respondents’ personal outcome expectations of the policy mainly aimed to decrease environmental problems. We conclude that the acceptability of transport pricing policies are not necessarily low because car users expect negative effects on their car use, but rather because they are not be convinced that transport pricing policies will reduce congestion and environmental problems.  相似文献

Wilderness campsite impacts: Do managers and visitors see them the same?   总被引:1,自引:0,他引:1  
Human-induced impacts from recreational use of wilderness continue to be a significant management challenge, threatening the integrity of the wilderness resource and the quality of visitor experiences. Campsite impacts are of particular concern to managers. One approach to this problem is the Limits of Acceptable Change (LAC) planning system, which focuses attention on the question, “How much change in wilderness conditions is acceptable?” The research reported here compares and contrasts wilderness manager and visitor perceptions of theacceptability of different levels of campsite impacts,amount of impact, and perceptual zoning of wilderness. The results reinforce previous findings regarding differences between managers and visitors. Management implications are discussed.  相似文献

Allocating river recreation use to commercial and private sectors on white water rivers has been highly controversial. How this process is implemented may affect not only the availability of recreation opportunities to individual users, but may also negatively impact the user's desire to escape from the pressures and stresses of everyday life. In a study of users of Idaho's Middle Fork of the Salmon River, an Even-Pool allotment technique was preferred over others by the commercial, private, and rejectee individuals sampled. A lottery technique for rationing private use permits was preferred by private users and rejectees, while commercial users preferred Advance Reservation. No relationship was found between the users' stress release/escape expectations and their preferences for the different allotment and rationing techniques studies. Such results suggest that river managers may have considerable latitude in selecting allocation techniques that do not adversely affect on-site recreation experiences.  相似文献

The formulation and implementation of new fire policies in the national forests depend upon public acceptance. A national survey of organized groups of forest users indicates that, contrary to the concern of many forest managers, considerable support exists for flexible fire suppression policies. Forest users are also willing to accept the risk associated with the manager's use of prescribed fire. However, important intergroup differences do exist. Such variation is discussed in relation to a number of socioeconomic variables, general fire knowledge, specific knowledge about the effects of low-intensity fires, and risk preference levels.  相似文献

Ecological indicators can facilitate an adaptive management approach, but only if acceptable levels for those indicators have been defined so that the data collected can be interpreted. Because acceptable levels are an expression of the desired state of the ecosystem, the process of establishing acceptable levels should incorporate not just ecological understanding but also societal values. The goal of this research was to explore an approach for defining acceptable levels of ecological indicators that explicitly considers social perspectives and values. We used a set of eight indicators that were related to issues of concern in the Lake Champlain Basin. Our approach was based on normative theory. Using a stakeholder survey, we measured respondent normative evaluations of varying levels of our indicators. Aggregated social norm curves were used to determine the level at which indicator values shifted from acceptable to unacceptable conditions. For seven of the eight indicators, clear preferences were interpretable from these norm curves. For example, closures of public beaches because of bacterial contamination and days of intense algae bloom went from acceptable to unacceptable at 7–10 days in a summer season. Survey respondents also indicated that the number of fish caught from Lake Champlain that could be safely consumed each month was unacceptably low and the number of streams draining into the lake that were impaired by storm water was unacceptably high. If indicators that translate ecological conditions into social consequences are carefully selected, we believe the normative approach has considerable merit for defining acceptable levels of valued ecological system components.  相似文献

River managers are tasked with meeting both ecological and human needs. In the Puget Sound lowland, riparian management often includes placing or allowing the presence of large wood to stabilize riverbanks and enhance salmon habitat. Although this practice benefits humans by protecting infrastructure and natural resources, it is unclear how such practices interact with an additional human interest, recreation. Furthermore, we were unable to find studies that describe how an agency can go about researching the interaction between recreation and large wood management practices. This study tested methods for describing and estimating the number of river floaters, where they float in relationship to river projects, the risks they take while floating, and their perceptions of large wood in the river. Selecting a high-use suburban river in Washington State, we used riverside observations, interviews, and an infrared counter to gather data in the summer of 2010. Statistical analyses provided general characteristics of users, trends in engaging in risky behaviors, and estimates of use for the entire season and on the busiest day. Data mapping with GIS presented the density of use along the river and frequency of use of specific float routes. Finally, qualitative analysis of interviews clarified floaters' perspectives of large wood. To address the multiple mandates of river managers, it is important to understand recreation users, the factors that could be putting them at risk, and how the actual users perceive large wood in the river. This study demonstrates methods for scientifically gathering such information and applying it when making riparian management decisions.  相似文献

Contemporary park and wilderness carrying capacity frameworks rely on formulation of standards of quality, which are defined as minimum acceptable resource and social conditions. Formulation of standards of quality involves elements of both science and values, and both of these elements must be integrated into informed judgments on the part of park and wilderness managers. That is, managers must ultimately make value-based judgments about the maximum acceptable level of visitor-caused impacts to the resource base and the quality of the visitor experience. However, such judgments should be as informed as possible by scientific data on the relationships between visitor use and resulting impacts and the degree to which park and wilderness visitors and other interest groups judge such impacts to be acceptable. Such information represents the “values of science” to managing carrying capacity in parks and wilderness. A growing body of literature has begun to address the corresponding “science of values,” and how this type of information might be integrated in park and wilderness management. Visitor-based research has employed normative theory and techniques to explore the acceptability of a range of resource and social impacts related to visitor use, and findings from these studies are being integrated into a body of knowledge and applied in management decision-making. Conceptual and methodological extensions of the normative approach are currently being explored in a variety of park and wilderness contexts, and new theoretical and empirical approaches are being adapted to address trade-offs inherent in carrying capacity. In these ways, the science of values is progressing to meet the opportunities and challenges of the values of science to park and wilderness management. The concept of carrying capacity, along with the theoretical and methodological approaches described in this paper, can be extended to a large number of natural resource and environmental issues.  相似文献

For a risk recreation activity like whitewater boating, a manager's goal of providing for the health and safety of the visitor may conflict with the goal of providing the opportunity for a satisfying recreation experience. As whitewater river managers face the problem of safety and risks, they should consider what users think about safety programs. The views of whitewater boaters toward (1) first aid equipment requirements, (2) signs warning of hazards, (3) aggressive enforcement of the rules, and (4) patrols to assist and regulate users were determined on 13 river segments in the western United States. A test was made of the relation between views toward safety measures and the level of risk and thrills sought by floaters. Conclusions of the study are: (1) river floaters' views toward possible management safety measures are not related to the amount of risk they desire; and (2) floaters, in general, prefer some safety measures to others. If safety measures mean that managers will be more visible on the river, floaters tend to dislike them. Therefore, a manager's approach to safety management should parallel the approach to recreation management in general, and regulation of use should be the minimum necessary to achieve safety objectives.  相似文献

There is increasing concern about the use of lethal methods to control wild mammal populations, especially those methods that may have significant impacts on animal welfare. The continued use of dogs to hunt wild mammals in England and Wales, principally foxes (Vulpes vulpes), red deer (Cervus elaphus), brown hares (Lepus europaeus) and mink (Mustela vison), has become a focus for political debate and has been the subject of a recent UK government inquiry. This paper reports the results of a questionnaire study to quantify the use, effectiveness and acceptability of the different methods currently used to manage these four species, and future changes in management following a possible ban on hunting with dogs. There was no straightforward relationship between culling pressure and perceived pest status of the different species from the questionnaire data. For foxes and brown hares, the proportion of land managers (practitioners) carrying out lethal control was higher than that considering these species to be pests. However, the reverse was the case for mink. The most frequently used and effective control methods, which were most acceptable to practitioners and public alike, were various forms of shooting. The general public perceived hunting with dogs as one of the least acceptable means of control for all four species. Practitioners thought that hunting with dogs for red deer and the use of terriers against foxes were among the least acceptable forms of control, but considered hunting with dogs in other situations and for other species to be relatively acceptable. Most practitioners said a ban on hunting with dogs would make no difference to their management of the four species. A ban on hunting with dogs would have minimal impact on populations of foxes, red deer and mink, but it may be of conservation benefit to hares.  相似文献

ABSTRACT: For many years, a commonly used strategy for source water protection in Taiwan has been setting up arbitrary, fixed‐width buffer zones near sensitive waters, such as water‐supply reservoirs, and prohibiting any development in their watersheds. However, such regulations are now often viewed as infringing by the government on landowners' property rights, a situation that has led to citizen protests. This paper describes a proposed strategy that is water‐quality based and uses a quantitative zoning approach. A reservoir's watershed is divided into several zones beginning from the normal water line to the divide. Different levels of best management practices (BMPs) are required for controlling runoff pollution in different zones. The layout of the management zones is based on a number of factors such as reservoir classification, water quality conditions, and physical characteristics of the watershed. The goal of promoting such an approach is to try to balance the needs of watershed development and water quality protection. A case study using the Tapu Reservoir Watershed in Northern Taiwan as an example for illustrating the proposed zoning approach is presented.  相似文献

Mountain biking is an increasingly popular leisure pursuit. Consequences are trail degradation and conflicts with hikers and other users. Resource managers often attempt to resolve these problems by closing trails to mountain biking. In order to estimate the impact of these developments, a model has been devised that predicts the effects of changes in trail characteristics and introduction of access fees, and correlates these with biker preference on trail selection. It estimates each individual's per-ride consumer's surplus associated with implementing different policies. The surplus varies significantly as a function of each individual's gender, budget, and interest in mountain biking. Estimation uses stated preference data, specifically choice experiments. Hypothetical mountain bike trails were created and each surveyed biker was asked to make five pair-wise choices. A benefit-transfer simulation is used to show how the model and parameter estimates can be transferred to estimate the benefits and costs to mountain bikers in a specific area.  相似文献

The provision of leisure facilities is usually assessed on their value to users. This paper outlines the use of contingent valuation methods in an ex ante appraisal of the costs and benefits of enhancing river flow for recreational purposes in a low flow river. A number of rivers in England and Wales experience low flows, especially during summer months, due to over abstraction of water, creating a trade-off between leisure uses and the demands of water consumers. The sequential benefits of enhanced flows are estimated from those associated with abstraction up to licensed limits: to river flow at 70% of licensed abstraction levels; to flow levels required for an environmentally acceptable flow regime, which would permit leisure activities such as fishing, enhanced scenic walking and wildlife encounters. These benefits are compared to the costs which would be incurred to achieve these enhanced flow regimes. The study illustrates the importance of including non-user benefits in benefit-cost analysis, if leisure provision is to be provided in certain areas.  相似文献

ABSTRACT: This study aimed to clarify public preferences for flood control measures in Japan, willingness to pay (WTP), and the main factors involved in WTP by applying the contingent valuation method. Findings showed that most residents surveyed expected some flood control measures, and revealed a diversity of interest in river management. WTP levels for different measures ranged from a mean of ¥2,887 to ¥4,861 and from a median of ¥1,000 to ¥2,000. However, WTP for additional flood risk reduction beyond initial levels was found to be zero. This was considered to be because WTP for flood risk reduction must be determined within a multi‐risk context. WTP for flood control measures may increase with per capita income, individual preparedness, and/or experience with flooding, but may decrease with distance from a river, acceptability of flood risk, and provision of environmental information. Furthermore, perception of flood risk may increase WTP, while perception of other risks may decrease it. Methods of dealing with environmental risk that were proposed in the survey may have affected WTP levels.  相似文献

ABSTRACT: Under the riparian doctrine of eastern states, transfers of water to nonriparian lands and, thus, to different river basins, are only possible if the natural flow theory has been modified to allow for reasonable use. Even this adaptation is too nebulous to provide water managers and water users with certainty regarding water transfers. To provide a more precise mechanism for allocating water, 14 eastern states have adopted some form of administrative permitting process. Of these, five states statutorily allow for interbasin transfers of water. Thus far, no states have successfully issued permits for interbasin water transfers but Georgia and South Carolina are positioned to do so. Whether the permitting process will deter court action may rest on the ability of affected parties to negotiate an equitable agreement.  相似文献

Investigation of the water quality of the Ubu river has been carried out. The upstream course of the river is slightly acidic (pH 5.45 ± 0.23), and the acidity decreases along the lower courses of the river. Turbidity, surfactant, and iron content parameters of the river increased during the wet season, and these changes have been attributed to inputs from flood, leachates of soil erosion, and storm water runoff discharged into the river in increased quantities during the season. Concentrations of some metals were found to increase during the dry season because of absence of dilution of the river by storm water runoff. Most water quality parameters are within World Health Organization acceptable limits set for potable water, and they include most of the cationic and anionic constituents. Although there is no hydrocarbon or metal ion pollution, potability is reduced along the mid to downstream courses of the river by unacceptable levels of turbidity, surfactant concentration, and iron content, particularly during the wet season.  相似文献

/ This study intended to explore the perceptions of mountain bikingmanagement through a mail survey of state park directors in all 50 states.With a 100% response rate, it was found that 47 states permit mountainbiking in their state parks, however, few state parks have formalized plansto manage this outdoor activity. The management policies that do exist arenot followed on a statewide basis but vary within each state and at eachstate park. Many states have worked cooperatively with local mountain bikingclubs to develop and maintain mountain bike trails, promote rider education,and provide volunteer patrols on trails. The issue of user conflict surfacedwith almost three-fourths of the managers responding that conflict existedbetween mountain bikers and other trail users. This preliminary study shouldprompt further research with on-site managers focusing on the use ofmanagement plans for mountain biking, cooperation between managers and usergroups, and user conflict. Managing Protected Areas (PAs) is a challenging task, and globally many instruments have been utilised for this purpose. Existing research demonstrates that the effectiveness of these instruments is highly dependent on their social acceptability among local communities resident within PAs. Consequently, investigating local attitudes and perceptions of Protected Area (PA) policies has been emphasised in recent studies. Drawing on empirical work conducted in two National Parks including river delta ecosystems designated as Ramsar wetlands in northern Greece, this paper examines local residents' perceptions of three hypothesized policy options (regulatory, market-based and participatory) for Park management. The influence of social capital elements (social trust, institutional trust and social networks) on residents' perceptions is explored. The findings reveal a high degree of importance attached by resident communities to Park designation in both PAs, though residents' perceptions of the proposed management options varied. The regulatory option was regarded as the least restrictive, while the most restrictive was perceived to be the market-based option. However, greater benefits were identified by residents from the market-based option, while the fewest benefits were considered to arise from the proposed regulatory option. Furthermore, local residents' perceptions were significantly shaped by the proposed management and decision-making structure offered under each policy option. The influence of different social capital elements on residents' perceptions also varied in the study sample, with social trust and institutional trust positively correlated with the benefits that were perceived to arise from the different policy options. Moreover, when social capital was measured as an aggregate indicator at the level of the individual, it was positively correlated with perceived environmental benefits.  相似文献

以流域为单元进行水资源综合规划和管理是实现水环境改善的重要途径。本文以太湖流域第二大省界湖泊—淀山湖为例,在综合分析流域水环境质量基础上,利用GIS 分析工具划分流域治理片区并制定分区管控策略。根据流域所含骨干河流流向、骨干河流与淀山湖交汇特点、上中下游不同河段及镇域行政边界,将淀山湖流域分为吴淞江流域、千灯浦- 淀山湖流域、昆南湖荡流域、元荡湖荡流域、太浦河流域五大片区138 个子评价单元。通过水环境容量与压力两类空间叠加分析,构建形成污染重点减排区、污染综合治理区、产业绿色化提升区、生态环境保育区等四个类型区域,并提出差异化的产业准入和环境治理措施。本研究不仅为以流域为治理单元的水环境治理规划提供了较为可行的技术体系,而且为太湖流域水环境综合整治思路创新提供了可借鉴的案例。  相似文献
