We explore whether Rotterdam city has the governance capacity in terms of processes at place, and the attention in terms of vision and strategy to take up an integrated approach toward urban resilience. We adopt an interpretative policy analysis approach to assess the dynamics of urban ecosystem governance considering interviews, gray literature, and facilitated dialogues with policy practitioners. We show the inner workings of local government across strategic, operational, tactical, and reflective governance processes about the way urban ecosystems are regulated. Despite the existing capacity to steer such processes, a number of underlying challenges exist: need for coordination between planning departments; need to ease the integration of new policy objectives into established adaptive policy cycles; and need to assess the lessons learnt from pilots and emerging green initiatives. Regulating and provisioning ecosystem services receive heightened policy attention. Focus on regulating services is maintained by a policy renewal cycle that limits and delays consideration of other ecosystem services in policy and planning. 相似文献

We review the current state of knowledge about urban ecosystem services in New York City (NYC) and how these services are regulated, planned for, and managed. Focusing on ecosystem services that have presented challenges in NYC—including stormwater quality enhancement and flood control, drinking water quality, food provisioning and recreation—we find that mismatches between the scale of production and scale of management occur where service provision is insufficient. Adequate production of locally produced services and services which are more accessible when produced locally is challenging in the context of dense urban development that is characteristic of NYC. Management approaches are needed to address scale mismatches in the production and consumption of ecosystem services. By coordinating along multiple scales of management and promoting best management practices, urban leaders have an opportunity to ensure that nature and ecosystem processes are protected in cities to support the delivery of fundamental urban ecosystem services. 相似文献

Although a number of comprehensive reviews have examined global ecosystem services (ES), few have focused on studies that assess urban ecosystem services (UES). Given that more than half of the world’s population lives in cities, understanding the dualism of the provision of and need for UES is of critical importance. Which UES are the focus of research, and what types of urban land use are examined? Are models or decision support systems used to assess the provision of UES? Are trade-offs considered? Do studies of UES engage stakeholders? To address these questions, we analyzed 217 papers derived from an ISI Web of Knowledge search using a set of standardized criteria. The results indicate that most UES studies have been undertaken in Europe, North America, and China, at city scale. Assessment methods involve bio-physical models, Geographical Information Systems, and valuation, but few study findings have been implemented as land use policy.

Mounting research highlights the contribution of ecosystem services provided by urban forests to quality of life in cities, yet these services are rarely explicitly considered in environmental policy targets. We quantify regulating services provided by urban forests and evaluate their contribution to comply with policy targets of air quality and climate change mitigation in the municipality of Barcelona, Spain. We apply the i-Tree Eco model to quantify in biophysical and monetary terms the ecosystem services “air purification,” “global climate regulation,” and the ecosystem disservice “air pollution” associated with biogenic emissions. Our results show that the contribution of urban forests regulating services to abate pollution is substantial in absolute terms, yet modest when compared to overall city levels of air pollution and GHG emissions. We conclude that in order to be effective, green infrastructure-based efforts to offset urban pollution at the municipal level have to be coordinated with territorial policies at broader spatial scales. 相似文献

Determining the performance of ecosystem services at the city or regional level cannot accurately take into account the fine differences between green or gray structures. The supply of regulating ecosystem services in, for instance, parks can differ as parks vary in their land cover composition. A comprehensive ecosystem service assessment approach also needs to reflect land use to consider the demands placed on ecosystem services, which are mostly neglected by current research yet important for urban planning. For instance, if a sealed surface is no longer used, it could be unsealed to improve ecosystem service supply. Because of these scientific shortcomings, this article argues for a conceptual framework for the non-monetary assessment of urban ecosystem services at the site scale. This paper introduces a standardized method for selecting representative sites and evaluating their supply of and demand on ecosystem services. Within-city green infrastructure can offer opportunities and new contexts for people to become stewards of ecosystem services. We analyze cities as social–ecological systems, synthesize the literature, and provide examples from more than 15 years of research in the Stockholm urban region, Sweden. The social–ecological approach spans from investigating ecosystem properties to the social frameworks and personal values that drive and shape human interactions with nature. Key findings demonstrate that urban ecosystem services are generated by social–ecological systems and that local stewards are critically important. However, land-use planning and management seldom account for their role in the generation of urban ecosystem services. While the small scale patchwork of land uses in cities stimulates intense interactions across borders much focus is still on individual patches. The results highlight the importance and complexity of stewardship of urban biodiversity and ecosystem services and of the planning and governance of urban green infrastructure. 相似文献

This paper reports a choice experiment used to estimate the value of street trees in the city center of Lodz, Poland, and the broader context of how valuation results helped to improve governance of urban ecosystem services in this city. Based on a simplified inventory of trees, we prepared a set of hypothetical programs which put varying emphasis on the different ways to increase the numbers of trees, along with different levels of a hypothetical tax that would have to be paid by respondents to implement a given program. Our study indicated that the 351 surveyed Lodz residents were willing to pay the highest price for greening those streets where currently there are few or no trees and confirmed the general importance of planting trees. The results provided an argument in the debate on the new development strategy for the city and helped to promote the concept of ecosystem services. 相似文献

Meaningful human–nature interactions can counteract the extinction of experience and positively influence people’s nature relatedness, health and wellbeing. In this study, we explored urban wild food foraging to understand how best to enable human-nature interactions in cities by means of foraging. Using a structured questionnaire, a total of 458 residents of Vienna, Austria were surveyed. Sixty-four percent of visitors of public urban green spaces previously foraged for wild food species, whereas foraging frequencies were related to the targeted plant species and their life forms. People who foraged more frequently had greater nature relatedness, more childhood foraging experiences and lived on the outskirts of the city, but their socio-demographic backgrounds were heterogeneous. Social acceptance and lack of access to wild foods were perceived to be barriers. To promote nature relatedness through urban foraging, the legal framework, access to low-contamination foraging areas, availability of wild foods and social acceptance need to be improved.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01648-1. 相似文献

Urbanization is a global multidimensional process paired with increasing uncertainty due to climate change, migration of people,
and changes in the capacity to sustain ecosystem services. This article lays a foundation for discussing transitions in urban
governance, which enable cities to navigate change, build capacity to withstand shocks, and use experimentation and innovation
in face of uncertainty. Using the three concrete case cities—New Orleans, Cape Town, and Phoenix—the article analyzes thresholds
and cross-scale interactions, and expands the scale at which urban resilience has been discussed by integrating the idea from
geography that cities form part of “system of cities” (i.e., they cannot be seen as single entities). Based on this, the article
argues that urban governance need to harness social networks of urban innovation to sustain ecosystem services, while nurturing
discourses that situate the city as part of regional ecosystems. The article broadens the discussion on urban resilience while
challenging resilience theory when addressing human-dominated ecosystems. Practical examples of harnessing urban innovation

Connecting Marine Ecosystem Services to Human Well-being: Insights from Participatory Well-being Assessment in Kenya 总被引:1,自引:0,他引:1
The linkage between ecosystems and human well-being is a focus of the conceptualization of “ecosystem services” as promoted by the Millennium Ecosystem Assessment. However, the actual nature of connections between ecosystems and the well-being of individuals remains complex and poorly understood. We conducted a series of qualitative focus groups with five different stakeholder groups connected to a small-scale Kenyan coastal fishery to understand (1) how well-being is understood within the community, and what is important for well-being, (2) how people’s well-being has been affected by changes over the recent past, and (3) people’s hopes and aspirations for their future fishery. Our results show that people conceive well-being in a diversity of ways, but that these can clearly map onto the MA framework. In particular, our research unpacks the “freedoms and choices” element of the framework and argues for greater recognition of these aspects of well-being in fisheries management in Kenya through, for example, more participatory governance processes. 相似文献

Urban green spaces provide important recreational services for urban residents. In general, when park visitors enjoy “the green,” they are in actuality appreciating a mix of biotic, abiotic, and man-made park infrastructure elements and qualities. We argue that these three dimensions of structural diversity have an influence on how people use and value urban parks. We present a straightforward approach for assessing urban parks that combines multi-dimensional landscape mapping and questionnaire surveys. The past decade has seen increased international recognition of the importance of the services provided by natural ecosystems. It is unclear however whether such international awareness will lead to improved environmental management in many regions. We explore this issue by examining the specific case of fish migration and dams on the Mekong river. We determine that dams on the Mekong mainstem and major tributaries will have a major impact on the basin’s fisheries and the people who depend upon them for food and income. We find no evidence that current moves towards dam construction will stop, and consider two scenarios for the future of the fisheries and other ecosystems of the basin. We conclude that major investment is required in innovative technology to reduce the loss of ecosystem services, and alternative livelihood strategies to cope with the losses that do occur. 相似文献

Ground and surface waters in urban areas are susceptible to nitrate contamination from septic systems, leaking sewer lines, and fertilizer applications. Source identification is a primary step toward a successful remediation plan in affected areas. In this respect, nitrogen and oxygen isotope ratios of nitrate, in conjunction with hydrologic data and water chemistry, have proven valuable in urban studies from Austin, Texas, and Tacoma, Washington. In Austin, stream water was sampled during stremflow and baseflow conditions to assess surface and subsurface sources of nitrate, respectively. In Tacoma, well waters were sampled in adjacent sewered and un-sewered areas to determine if locally high nitrate concentrations were caused by septic systems in the un-sewered areas. In both studies, sewage was identified as a nitrate source and mixing between sewage and other sources of nitrate was apparent. In addition to source identification, combined nitrogen and oxygen isotopes were important in determining the significance of denitrification, which can complicate source assessment by reducing nitrate concentrations and increasing i 15 N values. The two studies illustrate the value of nitrogen and oxygen isotopes of nitrate for forensic applications in urba areas. 相似文献

The urban world population will increase from 3 to 8.5 thousand million in the 21st century. Cities become hot spots of both demand for water and global food and for disposed used water and nutrients. Sustainability requires that resource flows through our cities are co-managed and connected to agriculture. Reduced use of harmful chemicals in consumer products facilitates treatment to a quality that allows reuse/recycling of water and nutrients. A solid and liquid waste hierarchy can assist in ordering measures. A novel flexible water balance can guide city infrastructure and keep toilet water separate. New water-saving equipment can substantially reduce water use without losing personal comfort. The combination of these new approaches ascertains access to safe urban water, and that recovered nutrients from cities can substitute half of chemical fertilisers needed in food production. Now, thousands of new cities and suburbs provide unique opportunities to develop resource-smart and sustainable flows. 相似文献

The concentration and loading distribution of trace metals (Cu, Zn, Pb, Co, Ni, Cr, and Mn) and major elements (Al, Ca, Fe, and Mg) in different particle size fractions (2000-280, 280-100, 100-50, 50-10, 10-2, and <2 μm) of surface soils from highly urbanized areas in Hong Kong were studied. The enrichment of Pb, Cu, and Zn in the urban soils was strongly influenced by anthropogenic activities, and Pb accumulated in fine particles was mainly derived from past vehicular emissions as shown by Pb isotopic signatures. Trace metals primarily accumulated in clay, fine silt, and very fine sand fractions, and might pose potential health risks via the inhalation of resuspended soil particles in the air (PM10 or PM2.5), and ingestion of adhered soils through the hand-to-mouth pathway. The mobility, bioavailability, and human bioaccessibility of Pb and Zn in bulk soils correlated significantly with metal concentrations in fine silt and/or very fine sand fractions. 相似文献

Background, Aim and Scope The cow-calf (Bos taurus) industry in subtropical United States and other parts of the world depends almost totally on grazed pastures. Establishment of complete, uniform stand of bahiagrass (BG) in a short time period is important economically. Failure to obtain a good BG stand early means increased encroachment of weeds and the loss of not only the initial investment costs, but production and its cash value. Forage production often requires significant inputs of lime, N fertilizer, and less frequently of P and K fertilizers. Domestic sewage sludge or biosolids, composted urban plant debris, waste lime, phosphogypsum, and dredged materials are examples of materials that can be used for fertilizing and liming pastures. Perennial grass can be a good choice for repeated applications of sewage sludge. Although sewage sludge supply some essential plant nutrients and provide soil property-enhancing organic matter, land-application programs still generate some concerns because of possible health and environmental risks involved. The objectives of this study were to evaluate the cumulative and residual effects of repeated applications of sewage sludge on (i) bahiagrass (BG, Paspalum notatum Flügge) production over years with (19972000) and without (20012002) sewage sludge applications during a 5-yr period, and (ii) on nutrients status of soil that received annual application of sewage sludge from 1997 to 2000 compared with test values of soils in 2002 (with no sewage sludge application) in South Florida.Methods The field experiment was conducted at the University of Florida Agricultural Research and Education Center, Ona, FL (27o26’N, 82o55’W) on a Pomona fine sandy soil. With the exception of the control, BG plots received annual sewage sludge and chemical fertilizers applications to supply 90 or 180 kg total N ha1 yr1 from 1997 to 2000. Land application of sewage sludge and fertilizer ceased in 2001 season. In early April 1998, 1999, and 2000, plots were mowed to 5-cm stubble and treated with the respective N source amendments. The experimental design was three randomized complete blocks with nine N-source treatments: ammonium nitrate (AMN), slurry biosolids of pH 7 (SBS7), slurry biosolids of pH 11 (SBS11), lime-stabilized cake biosolids (CBS), each applied to supply 90 or 180 kg N ha1, and a nonfertilized control (Control). Application rates of sewage sludge were calculated based on the concentration of total solids in materials as determined by the American Public Health Association SM 2540G method and N in solids. The actual amount of sewage sludge applications was based on the amount required to supply 90 and 180 kg N ha1. Sewage sludge materials were weighed in buckets and uniformly applied to respective BG plots. Soil samples were collected in June 1997, June 1999, and in June 2002 from 27 treatment plots. In 1997 and 1999, soil samples were collected using a steel bucket type auger from the 0- to 20-, 20- to 40-, 40- to 60-, and 60- to 100-cm soil depths. Forage was harvested on 139, 203, 257, and 307 day of year (DOY) in 1998; 125, 202, 257, and 286 DOY in 1999; 179, 209, 270, and 301 DOY in 2000; and on 156 and 230 DOY in 2002 (no sewage sludge applications) to determine the residual effect of applied sewage sludge following repeated application. Forage yield and soils data were analyzed using analysis of variance (PROC ANOVA) procedures with year and treatment as the main plot and sub-plot, respectively. As a result of significant year effects on forage yield, data were reanalyzed annually (i.e., 1998, 1999, 2000, and 2002).Results and Discussion All sewage sludges used in this study were of class B in terms of USEPA’s pathogens and pollutant concentration limit. Pathogen and chemical composition of the class B sewage sludge that were used in the study were all in compliance with the USEPA guidelines. The liquid sludge (SBS11) had the lowest fecal coliform counts (0.2 x 106 CFU kg1) while the cake sewage sludge (CBS) had the greatest coliform counts of 178 x 106 CFU kg1. The fecal coliform counts for SBS7 was about 33 x 106 CFU kg1. Average soil test values in June 2002 exhibited: i) decrease in TIN (NO3-N + NH4-N), TP, K, Ca, Mg, Mn, and Fe; and ii) slight increase in Zn and Cu when compared with the June 1997 soil test results. The overall decrease in soil test values in 2002 might be associated with nutrient cycling and plant consumption. Although the average BG forage yield in 2002 (2.3 ± 0.7 Mg ha1) was slightly lower than in 2000 (3.5 ± 1.2 Mg ha1), yield differences in 2002 between the control (1.2 + 0.2 Mg ha1) and treated plots (2.3 ± 0.5 Mg ha1 to 3.3 ± 0.6 Mg ha1) were indicative of a positive residual effect of applied sewage sludge. This study has shown that excessive build up of plant nutrients may not occur in beef cattle pastures that repeatedly received sewage sludge while favoring long-term increased forage yield of BG. All sources of N (sewage sludge and AMN) gave better forage production than the unfertilized control during years with sewage sludge application (19972000) and also during years with no sewage sludge application (20012002). The favorable residual effects of applied sewage sludge in 2002 may have had received additional boost from the amount of rainfall in the area.Conclusions Repeated applications of sewage sludge indicate no harmful effects on soil quality and forage quality. Our results support our hypothesis that repeated land application of sewage sludge to supply 90 and 180 kg N ha1 would not increase soil sorption for nutrients and trace metals. Results have indicated that the concentrations of soil TIN and TP declined by almost 50% in plots with different nitrogen sources from June 1997 to June 2002 suggesting that enrichment of nitrogen and phosphorus is insignificant. The concentrations of soil nitrogen and phosphorus in 2002 following repeated application of sewage sludge were far below the contamination risk in the environment. The residual effect of these sewage sludge over the long term can be especially significant in many areas of Florida where only 50% of the 1 million ha of BG pastures are given inorganic nitrogen yearly.Recommendation and Outlook Successive land application of sewage sludge for at least three years followed by no sewage sludge application for at least two years may well be a good practice economically because it will boost and/or maintain sustainable forage productivity and at the same time minimize probable accumulation of nutrients, especially trace metals. Consecutive applications of sewage sludge may result in build up of some trace metals in some other states with initial high metallic content, but in this study, no detrimental effects on soil chemical properties were detected. The possibilities for economically sound application strategies are encouraging, but more and additional research is required to find optimal timing and rates that minimizes negative impacts on soil quality in particular or the environment in general. For proper utilization of sewage sludge, knowledge of the sewage sludges’ composition, the crop receiving it, are absolutely crucial, so that satisfactory types and rates are applied in an environmentally safe manner. There is still much to be learned from this study and this investigation needs to continue to determine whether the agricultural and ecological objectives are satisfied over the longer term. 相似文献
