It is now generally appreciated that what constitutes vulnerability to one person is not necessarily perceived as such by the next. Different actors 'see' disasters as different types of events and as a result they prepare for, manage and record them in very different ways. This paper explores what different perceptions of vulnerability mean in terms of the understanding and practices of two significant sets of actors and stakeholders involved in disaster preparedness and management in the Philippines: the state and NGOs. Approaches to disaster are not just a function of people's perceptions of disaster risk but also of their understanding of the prevailing social order and social relations. Despite a shared vocabulary—which increasingly presents disasters as processes rather than events, takes a proactive rather than a reactive approach, and favours the inclusion of stakeholders rather than solely relying on technocratic management—different realities continue to make for different responses.  相似文献

South Asia is one of the regions of the world most vulnerable to natural disasters. Although news media analyses of disasters have been conducted frequently in various settings globally, there is little research on populous South Asia. This paper begins to fill this gap by evaluating local and foreign news media coverage of the earthquake in Nepal on 25 April 2015. It broadens the examination of news media coverage of disaster response beyond traditional framing theory, utilising community capitals (built, cultural, financial, human, natural, political, and social) lens to perform a thematic content analysis of 405 news items. Overall, financial and natural capital received the most and the least emphasis respectively. Statistically significant differences between local and foreign news media were detected vis‐à‐vis built, financial, and political capital. The paper concludes with a discussion of the social utility of news media analysis using the community capitals framework to inform disaster resilience.  相似文献

After a disaster, the media typically focus on who is to blame. However, relatively little is known about how the narrative of blame plays out in media coverage of the release of official disaster reports. This paper examines coverage by two Australian newspapers (The Courier‐Mail and The Australian) of the release of the Queensland Floods Commission of Inquiry's Interim Report and its Final Report to identify whether and how the news frame of blame was used. Given the absence of blame in the Final Report, the newspapers resorted to the frame of ‘failure’ in news and feature articles, while continuing to raise questions in editorials and opinion pieces about who was to blame. This study argues that situating coverage of the report within the news frame of failure and questioning who was to blame for the disaster limited the media's ability to facilitate a discussion about the prevention of similar disasters in the future.  相似文献

Information and communications technology (ICT), primarily mobile telephones and social media, is increasingly important in crisis and disaster response in developing countries. This fact raises an important question: in an information environment that includes traditional media such as radio and television, who are the people that trust information from ICT enough to act on it during a disaster? Drawing on a case study of and original survey data from the island nation of the Independent State of Samoa, this paper yields insights into who uses new technologies, particularly mobile telephones, to make decisions at the local level during crises such as natural disasters, as well as the socio‐political factors that motivate their behaviour. The results add to the growing pool of knowledge on utilisation of ICT and new technologies in developing countries for disaster response, and provide practical information on the social and political factors that lead people to trust different information sources and media.  相似文献

China's disaster management system contains no law‐based presidential disaster declarations; however, the national leader's instructions (pishi in Chinese) play a similar role to disaster declarations, which increase the intensity of disaster relief. This raises the question of what affects presidential disaster instructions within an authoritarian regime. This research shows that China's disaster politics depend on a crisis threshold system for operation and that the public and social features of disasters are at the core of this system. China's political cycle has no significant impact on disaster politics. A change in the emergency management system has a significant bearing on presidential disaster instructions, reflecting the strong influence of the concept of rule of law and benefiting the sustainable development of the emergency management system. In terms of disaster politics research, unlocking the black box of China's disaster politics and increasing the number of comparative political studies will benefit the development of empirical and theoretical study.  相似文献

Learning after a disaster is crucial in creating more resilient places. However, many societies are repeatedly overwhelmed by disasters. This can be because of missed opportunities to learn in post‐disaster settings or because of actions implemented that seem to be highly relevant to recovery in the short term, but potentially constrain aspirations in the longer term. This paper assesses learning processes among state and non‐state actors and the ways in which these are bridged and scaled up to wider improvements in governance. Aiming to enrich understanding of post‐disaster learning, it explores different actors’ response actions after the earthquakes in Christchurch, New Zealand, in 2010 and 2011. On the one hand, ‘learning by doing’ is occurring, yet, on the other hand, systemic learning is hindered by mismatches between top‐down steering and bottom‐up initiatives. The study concludes that better linking and synergising of learning processes among different levels is vital for enhancing resilience in post‐disaster societies.  相似文献

The modern cast of disaster relief actors includes host nations, non-governmental organisations, private volunteer organisations, military organisations and others. Each group, civilian or military, has valuable skills and experiences critical to disaster relief work. The goal of this paper is to supplement the study of civil–military relief efforts with contemporary anecdotal experience. The paper examines the interaction between US military forces and other disaster relief actors during the 2005 Kashmir earthquake relief effort. The author uses direct observations made while working in Pakistan to contrast the relationships and activities from that effort with other accounts in prevailing scholarly disaster literature and military doctrine. Finally, this paper suggests that the Kashmir model of integration, coordination and transparency of intent creates a framework in which future humanitarian assistance operations could be successfully executed. Recommendations to improve civil–military interaction in future relief efforts will also be addressed.  相似文献

Natural and human‐caused disasters pose a significant risk to the health and well‐being of people. Journalists and news organisations can fulfil multiple roles related to disasters, ranging from providing warnings, assessing disaster mitigation and preparedness, and reporting on what occurs, to aiding long‐term recovery and fostering disaster resilience. This paper considers these possible functions of disaster journalism and draws on semi‐structured interviews with 24 journalists in the United States to understand better their approach to the discipline. A thematic analysis was employed, which resulted in the identification of five main themes and accompanying subthemes: (i) examining disaster mitigation and preparedness; (ii) facilitating recovery; (iii) self‐care and care of journalists; (iv) continued spread of social media; and (v) disaster journalism ethics. The paper concludes that disaster journalism done poorly can result in harm, but done well, it can be an essential instrument with respect to public disaster planning, management, response, and recovery.  相似文献

The starting-point of this paper is the assumption that credibility and the right to be heard are differentially distributed in any social system and therefore a 'hierarchy of credibility' exists. To test this, the media coverage of the Love Canal, New York, hazardous waste landfill disaster and six other disasters was examined to determine if this hierarchy exists in all cases. A hierarchy of credibility emphasising the views of established news sources with routine and habitual access to the media was demonstrated in the majority of events examined. However, the Love Canal disaster was one of two where this hierarchy was disrupted due to a number of factors. These included the contentious or political nature of the event, its duration, the extent of competition for credibility and coverage among news sources, the extent of information shortage, the type of news medium, the degree of sympathetic and representational salience of victims and the extent to which they organised and achieved status as 'newsmakers'. Building on disaster research, a model of the operation of the credibility hierarchy in coverage of disasters is presented and discussed.  相似文献

This paper spotlights post-disaster relief provision in Johannesburg, South Africa, following the floods of 2016 in a bid to explore how local government and non-governmental actors in the country conceive of compounding vulnerability and conflict within urban disaster governance. It reveals the diverse strategies employed to navigate violent conflict during the cyclical occurrence of disaster and reconstruction that the predominantly migrant population experiences in the Setswetla informal settlement, adjacent to the Alexandra township in northern Johannesburg. Rendered visible in moments of disaster and recovery are the spatial politics and multidimensional nature of conflict. These phenomena unfold across various levels of urban governance and in the affected community and effectively construct a disaster citizenship that makes risk reduction and community cohesion impossible in the eyes of disaster managers. This research, based on a set of expert interviews, integrates conflict and disaster studies to shed light on how the conflict–disaster interface materialises, and is operationalised, in an urban setting.  相似文献

As natural disasters increase around the world and stretch the capacities of emergency services, national governments and international institutions have stressed the importance of shared responsibility; the idea that all actors within a society have some obligations in disaster management and must work collectively to reduce disaster risk. However, the exact balance between individual and government responsibility is not yet established and continually contested, especially after major events. In Australia, the National Strategy for Disaster Resilience (NSDR) is the overarching policy framework for disaster risk management and aims to create resilient communities through an emphasis on shared responsibility and empowerment. Through a literature review and document analysis of the NSDR and associated policy documents, we clarify, organise and operationalise the necessarily general policy goal of shared responsibility. We first analyse how the NSDR conceptualises communities to discover which community actors are mentioned. We then identify the responsibilities it prescribes or implies for these different actors and consider the types of policy instruments that are relevant to disaster risk management. Our analysis reveals a tension between the NSDR’s placement of government at the centre of disaster risk management, and its other, less well-explained emphasis on community empowerment.  相似文献

This study, based on situational crisis communication theory and set in the context of the Syrian refugee crisis, seeks first to conduct a comparative analysis of the management of online citizen engagement by local governments and non‐governmental organisations (NGOs). Second, it aims to examine the relationship between certain factors pertaining to the types of responses submitted by citizens via the social media of the aforementioned actors. The sample is composed of several Spanish local governments and NGOs belonging to Red de Municipios de Acogida de Refugiados (Local Government Network for Refugee Allocation). The main findings are that NGOs' online engagement with citizens is more than that of local governments. Notably, NGOs are much more active on their Facebook pages than are local governments. The two actors converge, though, in terms of disseminating instructive information and paying less attention to ‘basic crisis response options’. Moreover, the factors ‘content type’, ‘reputation’, and ‘woman’ affect the type of response messages sent by citizens.  相似文献

The objective of this paper is to highlight the dimensions characterising the socialisation process in a crisis context. Based on the definition of organisational socialisation advanced by Van Maanen and Schein (1979) and employed later by Jones (1986), a crisis is presented as a passage from a ‘normal’ situation to an ‘exceptional’ situation. A crisis represents a socialisation context in the sense that it is a novel state in which actors must develop a different way of mobilising their knowledge, utilising their skills, and practicing their trade or profession. The paper discusses certain findings that have emerged from the literature on organisational socialisation, as well as from the testimony of actors who participated in efforts to manage the Quebec ice‐storm crisis of early 1998. It is hoped that this exploratory study's data will give rise to fruitful interaction between the field of organisational socialisation and that of crisis management.  相似文献

提出一种基于灾害演化网络的风险分析方法,针对城市暴雨灾害的演化过程进行了风险分析。利用复杂网络理论构建北方城市暴雨灾害演化网络模型,将危机事件分为三个等级,并探讨了事件级别和出入度的关系;分析城市暴雨灾害链演化特点和暴雨危机事件后果蔓延规律,得到关键危机事件和演化链。结果表明,交通堵塞是我国北方城市暴雨灾害系统中关键危机事件;暴雨灾害演化系统存在短链、长直链和循环链三种结构,其中循环链中的危机事件互为因果,可自行激化,是灾害演化网络控制的关键结构。  相似文献

This paper explores how social networks and bonds within and across organisations shape disaster operations and strategies. Local government disaster training exercises serve as a window through which to view these relations, and ‘social capital’ is used as an analytic for making sense of the human relations at the core of disaster management operations. These elements help to expose and substantiate the often intangible relations that compose the culture that exists, and that is shaped by preparations for disasters. The study reveals how this social capital has been generated through personal interactions, which are shared among disaster managers across different organisations and across ‘levels’ within those organisations. Recognition of these ‘group resources’ has significant implications for disaster management in which conducive social relations have become paramount. The paper concludes that socio‐cultural relations, as well as a people‐centred approach to preparations, appear to be effective means of readying for, and ultimately responding to, disasters.  相似文献

A comprehensive review of online, official, and scientific literature was carried out in 2012–13 to develop a framework of disaster social media. This framework can be used to facilitate the creation of disaster social media tools, the formulation of disaster social media implementation processes, and the scientific study of disaster social media effects. Disaster social media users in the framework include communities, government, individuals, organisations, and media outlets. Fifteen distinct disaster social media uses were identified, ranging from preparing and receiving disaster preparedness information and warnings and signalling and detecting disasters prior to an event to (re)connecting community members following a disaster. The framework illustrates that a variety of entities may utilise and produce disaster social media content. Consequently, disaster social media use can be conceptualised as occurring at a number of levels, even within the same disaster. Suggestions are provided on how the proposed framework can inform future disaster social media development and research.  相似文献

Disasters have the potential to act as focusing events, which can increase the amount of attention on disaster‐related problems and encourage policy action. Understanding of the political characteristics of disaster policymaking is underdeveloped, yet it is known that these features may be dissimilar to those of non‐disaster policy areas, especially concerning the coalitions of policy actors engaged in the disaster policy process. Coalitions in the realm of disaster policy processes may be less likely to form, may look very different, and may have different goals than those in non‐disaster domains. Knowledge of the emergence, composition, and purpose of coalitions in disaster policy is lacking. This paper draws on prior theory and case observations to define and describe the characteristics of a disaster policy subsystem and to build a typology of coalitions that may appear within such a subsystem, providing a foundation upon which scholars can work to study coalition dynamics in disaster policy subsystems.  相似文献

Behind humanitarian assistance and disaster relief (HADR) efforts are governance networks of actors working together to facilitate, coordinate, and deliver joint aid and response initiatives. Militaries are key stakeholders in these networks because of their unique capabilities, particularly in Southeast Asia. This paper explores the role of military governance networks in shaping HADR affairs. It presents a framework for examining military-to-military relational structures in humanitarian and disaster contexts using network theory and social network analysis. It also assesses the nature of military ties and their influence on two capability areas essential to humanitarian activities in the region: (i) the distribution of military assets and equipment used in HADR; and (ii) the coordination of HADR exercises and training. This paper seeks to provide insights into how governance network features and properties affect the capacity of ASEAN (Association of Southeast Asian Nations) militaries to use available resources efficiently and to achieve shared objectives in regional disaster response.  相似文献
